Senior Human Resource Officer Job Vacancy in Uganda at Local Government Finance Commission

Applications are invited from suitably qualified Ugandans to fill the following posts that exist under the Local Government Finance Commission structure.
Job Title: SENIOR HUMAN RESOURCE OFFICER
Department: Finance and Administration
Salary Scale: LF 3

Contract Period: 4 Years Contract, renewable on satisfactory performance. Initially the incumbent will serve six [6] months probation
Reports to: Director Finance and Administration

Main Purpose: To interpret and implement LGFC’s Human Resource policies and to provide administrative support to the Commission.
Age Limit: 32 Years and above

Responsibilities:
• To review and interpret the Commission’s personnel policies, rules, regulations, procedures, terms and conditions and to provide advisory services and functional guidance on human resource management portfolio and practices
• To coordinate the performance appraisal process
• Prepare and implement the departmental budget in accordance with the finance guidelines.
• Maintenance of alt staff personnel files of the Commission and keep them updated with all the relevant documents including contracts, leave (annual, sick, special), staff appraisals, record of discipline etc
• Receive all new applications for employment and present to the Commission whatever is appropriate for staff recruitment.
• Preparation for interviews of the short listed candidates.
• Handling staff welfare matters including applications for staff loans and salary advances.
• Prepare general leave roster and track leave records/ entitlements.
• Handle leave applications in accordance with the leave roster and recommendations from Heads of Departments.
• Handle all staff inquiries, complaints, suggestions etc.. and recommend and /or discuss appropriate action with the director finance and administration.
• Handle all matters relating to Human Resource development and training and liaise with the various training institutions and consultancy firms with regard to the same and negotiate for training programmes appropriate to meet the training needs, costs, and other relevant matters.
• Formulating, administering and evaluating the training
and staff development policy.
• To act as secretary to the disciplinary committee’
• Coordinating the training needs of the Commission and develop corresponding Annual training budget.
• Proper management of the Commission’s vehicles
• To initiate appropriate administrative practices such as good office management, respect for core values and culture of the organisation;
• To participate in organisation development and corporate strategies development;
• To initiate staff proposals to improve working conditions, in liaison with Heads of Departments as well as other Senior members of staff.
• Preparation of the staff payroll
• Perform any other duties a may be assigned.

• Staff welfare matters and staff suggestions attended to;
• Minutes of the disciplinary committee are properly recorded and decisions Communicated to affected employees Staff salaries and wages paid;
• Staff training and development programmes designed
and implemented and evaluated.
Staffing carried out within the Commission.

Job requirement

Education:
• An Honors Degree in Human Resource Management and a master’s qualification in human resource management is required.

Directly supervises;
• A Human Resource Officer.
• Administration/Transport Officer
• Responsible for all the support staff i.e. Secretaries,
• Drivers, Cleaners and office Attendants

• Has a contact within the organization to receive and give information.
• All employees of the commission
• Has a contact occasionally with the Commission during recruitment
• Has contact with Training Institutions and Consultants

• Has access to administrative and personnel information which is restricted.
