hirteen districts in Rwanda with a current
staff complement of approximately 94 staff. SC is implementing an emergency
response programme to support the Burundi refugees in Mahama Refugee Camp.

position: 
1. Health Education
Officer
Place of Work: Kirehe
District (Mahama Refugee Camp)
Reports to: Health Coordinator
Staff directly reporting to this post: None
Time frame: 6 months renewable                                 
                                   
Tentative start date: January 2016
PURPOSE OF POSITION:
The Health education
officer will be responsible for the management of the emergency health
education activities in the MAHAMA refugee camp, including the development of
health education strategy which is appropriate to context and local language
take the lead the dissemination of health education messages through using
various methodologies, manage the Community health workers/volunteer’s day to
day activities, provide training and capacity building, work with other Health
actors on Health education program development and  designing appropriate strategies and
represent save the children in the health cluster coordination meetings.
KEY AREAS OF ACCOUNTABILITY
  • Under the direct guidance of the health
    coordinator ensure the effective management and development of health
    education messaging, monitoring, and review the current health education
    messaging in Mahama Camp and design appropriate health education messages
    in Refugee setting.
  • Take the lead on identification and selection
    of community health workers/ volunteers from Mahama B. Camp which is save
    the children H/centre coverage areas.
  • Identify training needs of the community
    health workers and volunteers through assessing their previous trainings
    given by other health actors before save the children take its share of
    CHW/volunteers in the camp
  • Provide training and coordinate capacity
    building of  the CHW/volunteers
    based on the needs.
  • Work with other health actors INGOs and UN
    agencies on development of appropriate IEC materials and make sure CHW/
    volunteers have the right tools for cascading health education messages.
  • Make sure CHW/Volunteers received appropriate
    tools and equipment to conduct health education activities in the camp.
  • Develop specific health education messages for
    top five morbidities in the H/centre and make sure messages
    disseminated/cascaded to the clients during their visit to the H/center
  • Carry out community sensitization campaigns
    through community health workers/ volunteers on common childhood diseases
    and any other relevant session to reduce morbidities and mortalities of
    children and their families in the camp
  • Take the lead on community awareness rising
    and sensitization when conducting specific health campaign
like
mass immunization catch up campaigns.
  • Coordinate community level disease
    surveillance at the community level in collaboration with the Community
    volunteers.
  • Co-ordinating referrals and follow-up in
    collaboration with the health facility in charges.
  • Regularly follow-up the day to day activities
    on the CHW/ volunteers
  • Provide technical support and coaching session
    to the CHW/volunteers
  • Provide written job file to the community
    health workers/volunteers
  • Make sure Health education messages are
    integrated with hygiene and sanitation messages

Reporting

  • Submit weekly updates and monthly reports to
    the health coordinator and HIMS/ MEAL team`
  • Write, share and document best practices and
    case studies periodically quarterly bases is preferable
  • Produce high quality reports for both internal
    and donor use.

Representation and coordination

  • Represent save the children while working with
    other external health actors ( INGOs and UN agencies) when called upon to
    do so.
  • Coordinate with other save the children
    programs including community projection and education and work with areas
    of integration in community health programing.
  • Coordinate with other external actors on
    health education activities in the camp to achieve organizational
    objectives

QUALIFICATIONS AND
EXPERIENCE

Essential 

·        
Qualified BSc Nursing or public health related
field.

·        
Proven experience managing health education
activities in primary health care (Refugee setting is preferable)

·        
Proven ability to develop health education
messaging and appropriate health education strategies for Refugees

·        
Experience of training and capacity building of
CHW/volunteers

·        
Understanding rights based approaches and
participatory concepts and practical experience in similar context. 

·        
Good interpersonal skills with the ability to
communicate effectively at all levels

·        
Strong commitment to capacity building of
CHW/volunteers with willingness to adopt a appropriate health education
strategies

·        
Familiarity with Sphere guidelines and other
humanitarian standards, such as Red Cross Code of Conduct

·        
Excellent communication skills and the ability to
lead, train and motivate CHW/volunteers.

·        
Fluency in written and spoken English

·        
Willingness to travel regularly and in difficult
circumstances.

Desirable

·        
Previous experience working in complex emergency
situations and understanding of the international humanitarian system.

Child
Protection

The responsibilities
of the post may require the post-holder to have regular contact with children
or young people and, in the overseas context all posts are considered to be level
3 posts in view of potential situations which may allow expatriates
unsupervised access to vulnerable children and young people.
2. Midwife (4 posts)

Place of Work: Kirehe
District (Mahama Refugee Camp)

Reports to: Health Coordinator

PURPOSE OF POSITION:

The Midwife will work to contribute to an improvement in the overall
health of the targeted refugee population of Mahama Camp through the provision
of quality Reproductive health services.

KEY AREAS OF ACCOUNTABILITY

 Provide comprehensive Antenatal care to
pregnant women attending ANC services

              
Welcoming all the pregnant women coming for the ANC services into health
facilities.

              
Conduct screening for all pregnant women in accordance with the Sudan
ANC protocol and other guidelines.

              
Provide all services given in ANC including protocol drugs and screening
for all mothers.

              
Identify all Risk factors associated with the pregnancy and refer
appropriately and take actions.

              
Provide Iron supplementation, and ensure the mothers are immunized with
TT toxoid as per the protocol.

              
Provide Health education and nutrition education for all women attending
ANC services.

              
Register all the required information on the ANC Registers and ANC cards
as per protocol.

 Provide postnatal care as per the protocols to
all women attending PNC clinic

              
Conduct screening for all lactating women attending Post- Natal care in
accordance with the Sudan protocol and other guidelines.

              
Provide Vitamin A, medical supplements and other protocol drugs as per
protocol to lactating women.

              
Provide Nutrition counselling and health education on importance of
lactation.

              
Send the caretaker to EPI department for immunization.

Family planning
and STI management

              
Operate Family planning clinic as per protocols and Sudan guidelines.

              
Explain to the FP clients all the methods available and allow them to
make personal choices.

              
Screening all the FP clients for STI and other medical complications.

              
Mange patients with sexually transmitted infections (STI) in line with
the Syndromic

              
guidelines and protocols.

 Delivery Room and Emergency Obstetric Care

              
Conduct Normal and complicated deliveries in line with all guidelines.

              
Monitor labour using partograph and in Line with all guidelines provided
to monitor deliveries.

              
Respond to all cases of Obstetric emergencies in line with the protocols
in consultation with the doctor and other medical staff.

              
Identify, stabilize and refer all cases of emergency obstetric
complications with the help of the doctors and other medical staff.

 Infection control and universal precautions

              
Adhere to international standards in infection control and waste
management.

              
Ensure aseptic techniques in provision of RH services.

              
Sterilize and disinfect all the instruments used during delivery and
other obstetric services.

Health Education
              
Providing health education at the reproductive health waiting area and
at all levels of RH care.

              
Participate in provision of one to one 
health education to all patients during consultation and services
delivery

 Other roles;
              
Provide support and supervision to other staff when called upon to by
the PHC supervisor

              
Conduct on-job training to other junior staff during service delivery
when requested to do so.
              
Conduct any other role provided by the line manager.

QUALIFICATIONS AND
EXPERIENCE

Essential

1.    
A qualified Registered Midwife with 2 years’
experience, registered / licensed by medical practitioners board
2.    
Experience working with international NGO.
3.    
Excellent liaison
abilities and good communication skills (French, Kiswahili and English
preferred).
4.    
Willingness to work
in resource poor environment and be culturally sensitive.
5.    
Ability to produce basic
reports in English
6.    
Ability to work in a
remote area and in context of insecurity issues.

7.    
Experience managing 
Referral of patients  from Primary
Health Care centres to secondary level facilities

Desirable

Language skills in
Kinyarwanda, French and Swahili
