Save the Children in
Rwanda is eager to expand its working portfolio to other thematic areas, and
wants a consultant to support us in better positioning ourselves to approach
donors.
Consultancy
Objective
The objective of the
consultancy is to support the Programme Development and Quality (PDQ) team by
developing a number of thematic briefs and programmatic concept notes in order
to better position the Country Office (CO) to “sell” its ideas to institutional
donors in Rwanda, and to other Save the Children members.
Scope of Services
The consultant shall
ensure the completion of the following activities in accordance with the terms
and conditions of the consultancy contract:
• Work with thematic leads (in
country and at the regional office) to create a 2-3p concept note on a
programmatic approach to Child Protection (in emergencies), Health, Nutrition,
and Education. Make this very readable and attractive, so that it can be
“pitched” to donors, and uploaded to OneNet as our vision.
• Highlight intended activities, provide a brief background and context to each
thematic area, and outline what SC in Rwanda could realistically do with
additional funding.
• Ensure that the concept notes are coherent with the CO’s
Strategic Plan, the CR Situational Analysis, our MEAL plans, and the relevant
Global Initiatives from SCI.
• Update the latest “what we are doing in Rwanda”
document in preparation for Jan 2014.
Methodology
• The consultant
will report to the PDQ Acting Manager • Expected to work with the Health Focal
point in Rwanda, the Country Director, the PDQ Manager (remotely), the Nutrition
Coordinator, and any support staff as required.

Key selection
criteria
• Masters in Social
Sciences or relevant area
• Significant
experience working in the NGO sector
• Demonstrable
experience working in developing, designing and writing project
proposals/concept notes/communications materials
• Strong analytical
abilities, to absorb and interpret large amounts of information quickly
• Excellent English
writing skills
• Excellent
interpersonal and communication skills
• To conform to Save
the Children values and mission statement
• Desirable: prior
experience of working with Save the Children, and familiarity with the Global
Initiatives/priorities
• Desirable:
knowledge of the Rwandan context, particular with regards to donors
