Save the Children works in fourteen districts in Rwanda with a current staff
complement of approximately 120 staff. SC is looking forward to implement a
USAID-funded school community partnerships education project, which aims to
support the Rwandan Education Board to create and roll-out a school-community
partnership model to complement improved reading and writing instruction
delivered in schools.

PURPOSE OF POSITION: 

Save the Children is seeking a
Book Development & Use (BDU) Coordinator for a USAID-funded school
community partnerships education project, which aims to support the Rwandan
Education Board to create and roll-out a school-community partnership model to
complement improved reading and writing instruction delivered in schools. The
BDU Coordinator will work with private sector actors to ensure the production
of high quality, age appropriate children’s books and organize initiatives that
promote children’s literature. S/he will train and build the capacity of
national stakeholders and school leadership to maximize and fully exploit book
use. This position will also lead on mapping library services and provide
oversight to the purchasing of books for school-community libraries and other activities
relating to book development and use within the project

KEY AREAS OF
ACCOUNTABILITY:

Book development:

  • Provide regular feedback and support to publishers to
    improve draft books
  • Provide leadership to the project Book Review Committee
    and contribute to book evaluation and book selection
  • Prepare justifications for selection of books
  • Process book ordering and engage with publishers for
    timely delivery
  • Serve as a focal point for coordinating all books orders

Book promotion:

  • Support the SCOPE communications staff in the
    development of SCOPE communication materials relating to book promotion
    and use
  • Collaborate with stakeholders to support the
    organization of the Children’s Book Forum as well as public literacy
    events that stimulate demand for Kinyarwanda children’s books
  • Collaborate with the Communications Specialist in the
    coordination of the Rwanda Reads website and Platform for encouraging
    public-private partnerships and other initiatives related to book
    promotion and development
  • Collaborate with RALSA to map national library services
    and provide oversight to the purchasing of books for school-community
    librarie
  • Support the SCOPE team with the organization of
    meetings, workshops and trainings
  • With support from the Technical Advisor and other
    project staff, ensure the purchase of approved titles for distribution to
    schools, communities and families, in collaboration with the procurement
    department, provide oversight to the logistics of distribution, and
    follow-up with publishers for timely delivery of books and other materials
  • Highlight early to the Technical Advisor any potential
    constraints to implementation of project, including over or under-spends
    so that action can be taken to address this
  • Seek out opportunities for public-private partnerships
    around book development, distribution, and use.
  • Collaborate with SLMU Coordinator, Technical Advisor,
    consultants, and other project staff to draft guidance for HTs on how to
    best use capitation grants for improving school libraries.

Capacity Building

  • Identify capacity gaps and work with the Technical
    Advisor to build the capacity of the program staff, especially the Project
    Officer, and partners to ensure appropriate book distribution and use.
  • Provide orientation/training to project staff from time
    to time. Identify learning and training opportunities for staff and work
    as a mentor and role model.

Monitoring, Evaluation,
Accountability and Learning (MEAL)

  • Identify key management information required and provide
    support in designing an effective system through reviewing program data
    collection formats to ensure developed tools generate the required
    information;
  • Document progress on indicators/achievement of targets,
    action plans and accountability mechanisms and provide feedback for
    improvements;
  • Ensure the use of MEAL findings to inform programme
    decision making and quality improvements;
  • Share case stories and other related materials.

Child Safeguarding

  • Understand the provisions of the Child Safeguarding
    Policy, Code of Conduct and Local/Country Procedures and conduct oneself
    in accordance with the rules of the Child Safeguarding Policy, in personal
    and professional lives – which includes reporting suspicions of child
    abuse.
  • Ensure that all project activities carried out are
    considered in relation to prevention of sexual exploitation and abuse and
    handling of serious complaints in line with the child safeguarding policy.
  • Promote the message of child safeguarding to colleagues
    in other organizations and government ministries, children in their own
    and beneficiary families, and community members in general and be vigilant
    about observing possible child abuse/harm in their personal and
    professional lives.

General:

  • Comply with Save the Children policies and practice with
    respect to child protection, code of conduct, health and safety, equal
    opportunities and other relevant policies and procedures.
  • Coordinate with the Communications Specialist and other
    project staff to ensure compliance with USAID’s marking and branding
    guidelines and all REB/MINEDUC policies on all materials developed
  • Perform other duties, as assigned by Chief of Party or
    Technical Advisor

QUALIFICATIONS AND
EXPERIENCE

  • University degree in social sciences, education or
    related fields
  • Previous experience in an NGO in the Education field,
    specifically in early grade reading / literacy
  • Previous experience in supporting the development and
    use of children’s books
  • Excellent organisational, problem solving skills,
    management and coordination skills, with the ability to organise a
    workload comprised of varying and changing tasks and responsibilities
  • Patient, adaptable, flexible, able to improvise and
    remain responsive and communicate clearly and effectively under pressure
  • Ability to communicate effectively in Kinyarwanda and
    English: verbally and in writing
  • Ability to build relationships quickly with a wide
    variety of people
  • Understanding of and commitment to SCI mission, values
    and child rights-based programming approaches
  • Management experience is desirable
  • Experience working with Head Teachers and/or SGACs is
    desirable
  • Experience working with public-private partnerships is
    desirable
