Working under Housing Inspection Unit with the
main task of building inspection and construction permits issuance
Job Purpose
The Civil Engineers contribute actively to
building inspection and construction permits issuance activities undertaken
in all the Districts
Duties and Responsibilities
- Contribute to the process of elaboration,
updating and implementation of construction laws, regulations and
standards to be applied in Rwanda;
- Contribute to the process of elaborating,
updating and implementation of guidelines regarding building inspection
and construction permits issuance;
- Contribute in capacity building programs for
local officials and other stakeholders in the Construction and Urban
Planning Industries in Rwanda;
- Organize and participate in campaign
awareness activities on construction and planning laws, regulations and
standards to be applied Rwanda;
- Contribute actively to the coordination of
building inspection and construction permits issuance undertaken in all
Districts;
- Support the local entities in different
programs related to construction and urban planning;

Facilities & Security Construction Engineer
(2)
Working under Housing Inspection Unit with the
main task of building inspection and construction permits issuance
Job Purpose
The Civil Engineers contribute actively to

disabilities and users safety in buildings
Duties and Responsibilities
- Contribute to the process of elaboration,
updating and implementation of construction laws, regulations and
standards to be applied in Rwanda;

Applications Scrutiny Engineer (2)
The scrutiny of all Applications content in
accordance with Laws and Regulations in force in Rwanda
Job Purpose
Implementation of the key areas activities
according to laid down procedures. In charge of Application Scrutiny and
Reporting on time on activities to the Director of the Unit
Duties and Responsibilities
- To prepare and Update all procedural manuals
related to all applications forms in the Construction and Urban
Development Industries in Rwanda;
- To ensure that all approved procedures are
implemented and followed;
- To liaise with other departments and
Institutions in order to monitor the performance and relevancy of
adopted procedures;
- Monitor the performance of laid down
procedures at the Districts level and propose capacity building programs
for local officials and other stakeholders in the Construction and Urban
Planning Industries in Rwanda;
- To coordinate all studies aimed at creating
new procedures and improving the content of applications forms;
- Prepare timely reports and propose new ways
and means of effectively implementing the agency vis-a-vis key areas of
the Application Scrutiny Desk;
- To assist the Unit Coordinator in the
preparation of the annual budget and action plan
- To advice the Unit Director on ways of
improving legal tools available in case of omissions or gaps; this in
relation to the mission of the above mentioned desk
- To abide by all schedules related to
specific projects within the Unit

Design conformity and construction standards
Engineer (2)

Job Purpose
Elaboration, updating and advising on the
implementation of standards to be used in Rwanda and assessment of their
conformity with

- Provide advice and assistance in the
drafting of amendments to construction law, rules& regulations and
ensure that international standards are considered, while also
incorporating the particular circumstances of the country.
- To advise the Unit Coordinator on ways of
improving legal tools available in case omissions or gaps are
identified; this in relation to the mission of the above mentioned desk
- Organize and participate in campaign
awareness activities on urban planning and construction laws,
regulations and standards to be applied Rwanda;
- Make presentations as necessary on urban
planning and construction legal issues to stakeholders.

Job Purpose
The
regulation and policy design content in accordance with Laws and Regulations
in force in Rwanda
Duties and Responsibilities
- Maintaining the conformity of the evolution
of laws, regulations and standards used in urban planning and
construction industries
- Contributing to jurisprudential process of
urban planning and construction development
- To advise on ways of improving legal tools
available in case omissions or gaps; this in relation to the mission of
the above mentioned post
- Contribute to legal assessment of contracts
- Contribute to elaboration and edition of
contracts or projects
- Follow up of the stakeholders or consultants
complaints/appeals on urban planning and construction policy

Technical Support and Supervision Housing Engineer
Job Purpose
Under Design and Construction Unit/RIIA, the
architect is in charge of design. He reports all undertaken activities to the
Director of the Unit.
Duties and Responsibilities
- Assist the Unit Director to prepare Action
Plan and Annual Budget
- Contribute to elaboration, execution and
follow up of building constructions projects and social infrastructure;
- Follow up and coordinate with stakeholders
all the execution aspects of projects and give;
- Ensure that all activities of each phase of
a project are oriented according to set objectives as formulated in the
phases details;
- Ensure the respect of that program and the
calendar of execution works of assigned projects;
- Ensure that physical aspects of assigned
projects (services, supply works) are according to expressed needs of
the beneficiary;
- Technical support to different institution
in the design and execution of construction projects if necessary;
- Contribute to assessment of submitted
periodic reports from consultants and advise on the methodology of
execution of works to be done by consultants;
- Contribute to elaboration of technical files
of construction projects of public buildings and social infrastructure;

Legal Adviser
Job Purpose
The Legal Advisor is responsible for providing
advice on matters with legal implications
Duties and Responsibilities
- Provide legal advice to the Director
General, Attend to all legal issues that the organization may face.
- Provide legal advice on how best to handle
urban and administrative conflicts resolutions.
- He/she must be an effective Arbitrator and
administrator, able to quickly and effectively deal with a large amount
of paperwork and meet tight deadlines.
- He/she should be organized and effective and
able to resolve routine problems am mistakes without reference to Her
Supervisor
Skills Required
- At least an Ao level degree in Law
preferably in Urban and administrative Law
- Tested ability in legal drafting

field

Director of non fixed property Unit
Job Purpose
To direct and oversee the Government none fixed
assets management
Duties and Responsibilities
Under the responsibility of the Head of Government
Assets the Director of Non Fixed Property Unit shall fulfill the following
tasks:
- To review the nomenclature of non fixed
assets in order to proceed to its managerial reorganization:
- To make a physical inventory of the non
fixed assets of State
- To set put a catalogue of non fixed assets
of State by ministry and by service
- To create and codify a centralizing
catalogue of the whole State assets
- The purchase and the installation of the
property management software, the purchase of the server for data storage
- Setting up the network and connection of all
public institutions to RHA network
- Migration of Excel data in the property
management software
- Training of staffs in Charge of the
management of non fixed assets of the State (RHA as well as 2 people by
ministry in charge of this management)
- For the management of consumables, it will
be necessary:
- To define the management policy of
consumables
- To list and register the whole Government
non fixed property
- The nomenclature will be managerially
reviewed and reorganized by the intervention of property management
software
- To establish a monthly situation accompanied
with a report to the Director General¬(RHA) of non fixed goods and got
back before auction.
- Once the database is elaborated, there will
be a regular monitoring system to the level of every ministry and the
setting up of the non fixed existing patrimony data, the new
acquisitions, and the displacements of some goods (removal,
reallocation, depreciation or recuperation by Rwanda Housing Authority).
- To establish the auction reports
- To establish the monthly report of non fixed
goods got back before the auction basing on the data of the property
management software and to establish a summary picture of non fixed
goods periodically recovered. This summary picture will go with a
narrative report giving the details and explanations on the recuperation
of non fixed goods addressed to the Director General of RHA
- To elaborate a new strategy of non fixed
goods acquisition and to proceed to its setting up into application.
- Elaborate a manual of procedures of
management of State assets in which will clearly be defined the whole
acquisition, management and monitoring strategy of non fixed goods of
State.
- To determine the acceptable life length
(period of utilization) for every category of non fixed goods (office
supplies, office materials, computer materials, rolling materials
´´vehicles, motorcycles, piece of farm machinery or industrial
appliance´´
Skills / Attributes Required
- A minimum required is a Masters degree, in
Management/ Civil Engineering / Architecture;
- At least 2 years experience in a senior
managing position;
- Practical knowledge of the housing industry
in Rwanda is an added value;
- Have a forward thinking and innovative mind

Logistics Officer
Job Purpose
The Logistics Officer will be responsible for
management of logistics operations.
Duties and Responsibilities
Under the responsibility of the Director of
Finance the Logistics Officer shall fulfill the following tasks:
- Responsible of all activities related to
logistics:
- Maintenance of buildings and materials
- Space management
- Cleanliness etc…
- Management of the fleet of the institute.
- Preparation of all logistics for all events
of the Institute.
Skills Required
- University degree in Management, Business
Administration or related field.
- Two years of relevant professional logistics
work experience.
- Computer literate including good working
knowledge of Microsoft Office.

Administrative Assistant of Division office
Job Purpose
The Administrative Assistant will be responsible
for the management of the Division Office.
Duties and Responsibilities
Under the responsibility of the Head of Corporate
Service Division, the Administrative Assistant shall fulfill the following
tasks:
- Manage the general registry for the Office´s
mail;
- Receive and refer documents to different
administrative Division;
- Type documents given to him/her by heads of
different Divisions;
- Put in place a filing system for files and
documents of different units and update it on a regular basis;
- Keep a record of the Office´s
correspondences and documentation.
Skills / Attributes Required
- Bsc degree in management or Al level degree
in Secretariat or other related fields.

Cartography and Topography Officer (1)
Working under the Rural Housing and
Socio-Economic Infrastructure Unit, with main tasks of developing,
digitizing, storing, maintaining and disseminating cartographic and
topographic data for the Institution;
Duties and Responsibilities
- Data cleaning, entry, visualization and
maintenance;
- Digitization of construction and housing
related data collected from the field using aerial photos and GPS
- Geo-referencing scanned imagery
- Develop and implement an organizational
structure for collection, entry, retrieval and management of housing and
construction related data;
- Contribute to all activities related to
spatial data quality control, data consistency and completeness;
- Establish a detailed survey of all users and
producers
- Identify commonly-used databases;
- Perform any other technical tasks in his/her
domain of expertise as may be requested
Skills / Attributes Required
- A Bachelor´s degree in Land Surveying,
Geography, Cartography, Geo-informatics and/ or related fields,
- A minimum of 3 years working experience in
cartography and topography related field with proven experience in GIS
analysis and mapping;
- Familiarity with spatial database concepts;
- Field experience with GPS technology is an
added advantage;

Municipal development and financial cooperation
officer
Working under the Housing Planning Unit, with the
main tasks of overseeing the elaboration, establishment and operation of the
strategies, programs, projects and business action plans of the urban
infrastructure development finance for Districts.
Duties and Responsibilities
- Overseeing the elaboration, establishment and
operation of the Urban Infrastructure Development Fund
- Overseeing the elaboration, formation and
operation of Housing Cooperatives
- Preparing strategies, programs, projects and
business action plans for Municipal Finance acquisition and
sustainability
- Capable of formulating bankable or business
project plans and municipal financing schemes preferably in social
infrastructure service and municipal housing projects
- Supporting housing cooperatives in
strategizing short-, medium- and long-term financial accessibility
- Be capable of attracting and/or negotiating
financial investment, international projects funding or District
infrastructure development funding deals with a variety of development
partners
- Able to skillfully forge financial
corporations with private stakeholders, financial institutions, NGOs,
international donors agencies and other interest groups.
- Able to mobilize attractive local and
foreign currency for short-, medium- and long term mortgage financing
through partnerships with the development financing arms

archives, both internal and external to the organization;
- Preparing record-keeping systems and

Monitoring & Evaluation Officer
Job Purpose
The Monitoring & Evaluation Officer will
support MIA core team in overseeing the M&E technical aspects of the
initiative to ensure that all M&E processes are participatory in nature
and encouraging stakeholder ownership, mutual accountabilities, capacity
development, land learning and adaptive management; for the smooth
implementation of the vision and mandate of RHA.
Duties and Responsibilities
- Leads the design and implementation of a
monitoring framework to track delivery against RHA goals and objectives;
including establishing baselines to gauge and support the performance of
the program.
- Leads the analysis of data collected under
the monitoring framework for assessment of progress and areas for
improvement, as well as the implementation of summative evaluations.
- Provides regularly synthesized and updated
reports on the status of implementation against RHA goals and objectives
to the RHA’s Leader and team;
- Ensure that all the RHA´s Sub-projects are
aligned and delivering towards WA Goals
- Provides technical assistance to RHA Team in
developing and implementing M&E systems;
- Advises and supports the RHA’s Leader on
conception and tracking of the annual work plan.
- Leads the tracking of RHNs projects and
programs, through a consultative process, of the specific tasks,
activities, products and objectives that each Division, and must
complete on an annual basis in order to deliver on the RHA´s strategies;
- Contributes to program management through
timely processing and dissemination of M&E findings and best
practices to facilitate evidence-based planning, learning and program
decision-making
- Knowledge of the target sector.
- Fluent in English or French; knowledge of
both in an added advantage.
Skills / Attributes Required
- University degree with 3years of experience
or MSc degree with 1 year of experience in Urban Planning, Construction,
Project Management or other related field.
- Advanced training in M & E;
- At least 3 years working experience in
M&E.
- Experience with practical field
implementation of Urban and Construction management and related result
based management oriented monitoring system;
- Knowledge of program design monitoring and
evaluation.
- Good management and co-ordination skills,
and experience on technical project implementation;
- Excellent interpersonal skills and good team
spirit;
- Proven experience in coordinating and
monitoring projects.
- Fluent in English or French; knowledge of
both is an added advantage
- Excellent communication and facilitation
skills
