The Government of
Rwanda (GOR), in conjunction with the World Bank, is starting a 4 year
Strategic Capacity Building Initiative (SCBI) which will focus on increasing
delivery of four priority areas: investment, energy, agriculture and
mining.
Rwanda Development
Board has been tasked with implementing the investment priority and is
currently recruiting additional staff to join its investment focused
departments. The Rwanda Development Board is a public institution with a
vision
of transforming Rwanda into a dynamic global hub for business,
investment and innovation. Its mission is to fast track economic development in
Rwanda by enabling private sector growth. The scope of work includes all

Position: SCBI Project Coordinator

responsibilities
RBD is looking to
appoint 1 SCBI Coordinator to join its Human Resource Division. The successful
candidates will be required to perform the following functions:
- Coordination
of implementation of SCBI program: The SCBI coordinator will work closely
with the RDB focal point for SCBI, heads of RDB units under SCBI program,
RDB human resource Division and RDB procurement unit in order to
ensure timely implementation of different activities under this program
- Human
resources support: The SCBI coordinator will provide support to human
resources department on local and international staff recruitment under
SCBI, including drafting of TORs, advertising and selection of candidates
- Procurement:
The SCBI coordinator will work hand in hand with RDB Procurement unit in
order to ensure that all hardware equipment required for the
implementation of the program come on time and dispatched accordingly.
He/She will also be involved in supporting RDB departments in the
procurement process for specific consultancies and other projects under
SCBI
- Monitoring
and Evaluation: The SCBI coordinator will work closely with Planning unit
in order to ensure that SCBI reach its goal of driving increased domestic
and foreign investment in Rwanda by closely monitoring the program and its
results

RBD is looking to
appoint 2 Financial Analysts under the Strategic Capacity Building
Initiative. The successful candidates will be required to perform the
following functions:
- Build
and analyse financial models for RDB’s investment transaction, including
determining viability of different business models and/or company
valuations
- Provide
advice to the Head of Strategic Investments Unit on issues relating to
investment appraisal, project viability, projects risks , investment
structuring and company valuation
- Help
RDB’s negotiation teams develop the appropriate negotiation strategy with
private investors
- Where
appropriate, coach non-financial staff within the team on key financial
issues
- Where
appropriate, train more junior financial staff on financial modeling and
financial analysis

The successful
candidate will be required to perform the following functions:
- Conduct
legal analysis and develop recommendations with respect to the legal
aspects of investment proposals involving the Government of Rwanda for the
RDB
- Conduct
negotiations of investments on behalf of the Government of Rwanda and
coordination of negotiations with other government and private sector
stakeholders
- Provide
negotiation support, e.g., preparations of negotiation positions and
strategies to the CEO of RDB (or whoever may be the chief negotiator of
the transaction at RDB)
- Provide
guidance to and supervise the analytical work of the SIU and external
consultancies
- Support
the Head of SIU in the development of methodologies to select/prioritize
investment projects and of systems to plan and allocate efficiently the
overall workflow of the SIU
- Support
the Head of SIU in the development of a system to procure, commission and
review external consultants to perform (1) company due diligence and (2)
sector-specific analysis related to particular investments/projects
- Support
