The expert should possess excellent professional and academic credentials and a proven track record of delivery and capacity building. The expert should possess the following education and professional experience and demonstrate the following core competencies and specific expertise.

Education and qualifications
A Master’s degree in Management, preferably Human Resource Management or related are

Professional experience
5-7 years of relevant professional experience in the field of human resource management and skills development, including experience working on these issues in developing and emerging markets contexts
2-3 years of relevant senior management experience
Experience of working with governmental institutions to design and implement internal human resource development and skills development strategies and projects highly desirable

Core Competencies
A proven track record of planning, managing and implementing projects and delivering results in challenging environments, particularly in developing country contexts
A proven ability to design and implement delivery and management systems and processes
A proven ability to coach, train and capacity build individuals, including people from different backgrounds and cultures and including senior managers
Excellent stakeholder management skills with experience of working with both private sector and government institutions
Excellent leadership and teamwork skills
Delivery focused, pragmatic, able to multi-task and get things done in a fast paced environment
Professional, detail orientated with high standards
High levels of enthusiasm, resilience, and a can-do attitude
Specific Expertise
Understanding of the relationship between organizational strategy and human resources and the need for a strategic HR function
Excellent knowledge of effective HR recruitment, retention and motivation strategies and skills to manage these processes
Excellent knowledge of effective skills development/individual capacity building strategies
Excellent knowledge and skills to undertake a skills audit and assessment of skills development and training needs
Excellent knowledge and skills to design and develop training/skills development programmes
Excellent knowledge and skills in developing individual level performance management systems

Experts need to be willing to stay and work in Rwanda for 2 yrs.
The consultancy is open to all nationalities.

Additional Information
1. The Government of Rwanda through the Rwanda Development Board (RDB) has received a grant from the African Development Fund/ Bank amounting to UA 5 million to finance the proceeds of this grant for the payment of advisory services.
2. The requested advisory services are to be provided to the Rwanda Development Board (RDB) to its departments and units and the consultants will be required to work on a full time basis at the Rwanda Development Board in Kigali, Rwanda for a period of 2 years.
3. This offer regards the consultancy services to be provided to theHuman Resources Unit (HRU)of RDB as senior advisor.
4. The Competitiveness & Enterprise Development Project (CEDP) as the coordination agency of the African Development Bank, now invites interested individual consultants to submit their interest in the above mentioned services. Interested candidates must provide statements of capability and experience indicating that they are qualified to perform the services, description of similar assignments, experience in similar assignments, etc…). This advertisement is open to all individual consultants as defined in the African Development Bank’s Rules and Procedure for the Use of Consultants (November 2008 edition).
