1.       BACKGROUND

Right To Play is a global organization, using the
transformative power of play to educate and empower children facing adversity.
Through playing sports and games, Right To Play helps over one million children
learn through play to create better futures, while driving lasting social
change in more than 20 countries each week.
In 2007,
Right To Play partnered with the Department of Foreign Affairs, Trade and
Development (DFATD, formerly CIDA) to implement Basic Education through Sport
and Play for Children and Youth in West and Francophone Africa: Play to Learn
reaching over 200,000 children in Benin, Ghana, Liberia, Mali and Rwanda. The
results of Play to
Learn
demonstrated the power of Sport and Play for Development and
Peace (SPDP) to transform the way that teachers teach, students learn, and
communities interact with children and youth. The success of this, and the
subsequent Advancing
Health, Education and Development
(AHEAD) program(s) also
positioned the Government of Canada and Right To Play to lead the way in
solving the critical education challenges that confront the world today
The
DFATD-funded Play for
the Advancement of Quality
Education
(PAQE) program will directly address the educational needs of over two million
vulnerable and marginalized children and youth through a 21-month quality
education program in eight countries: Benin, Ghana, Liberia, Mali, Mozambique,
Rwanda, Tanzania, and Pakistan. The PAQE program will aim to improve
educational attainment and participation for children and youth aged 2 to 15 in
eight countries at scale through a sustainable and replicable child-centred,
play-based learning model. This ultimate outcome will be achieved through
focused interventions at the school, community and policy level that result in:

Improved positive participatory and gender-sensitive
learning environments that promote play-based learning:
·        
Improved commitment of community stakeholders to
address barriers to education, and;
  • enhanced policy and regulatory environment for
    the delivery of gender-sensitive, child-centred, play-based learning
    policies and practices across communities
To implement such a program, Right To Play seeks to
recruit skilled candidates for the positions described below

I. 
                  
MAIN PURPOSE AND SCOPE
JOB SUMMARY
The Training Officer reports
directly to the Country Manager, and technically to the Regional Training
Officer and is responsible for ensuring quality of training provided by the
Right To Play team through capacity building. The incumbent supports the
development and implementation of organization’s resources and training program
in the country.

INDIRECT ADVISORY RESPONSIBILITES
The incumbent is expected to provide advice to
partners in relation to capacity building and the use of RIGHT TO PLAY
resources.  
II. 
                
RESPONSIBILITIES                   
                     
                     
                     
            
In accordance with Right To Play (RTP) approved
policies and procedures, the incumbent:
1. Training and capacity building
·      Conducts needs assessment, evaluates the skills of the team (staff and partners)
and recommends the appropriate training.
·      Oversees and coordinates the quality implementation of the Continuum of
teacher Training as designed and contextualized by Right To Play Rwanda
·      Develops annual training plan to enhance staff skills and builds their
capacities in line with the RIGHT TO PLAY country plan.
·      Conducts training sessions in child protection, gender, human rights and
other related subjects.
·      Supports Field Facilitators, Master Trainers, Project officers and other
Stakeholders in identifying the community/partners needs and ensures RIGHT TO
PLAY activities are aligned with project plans and proposals.
·      Trains RIGHT TO PLAY and partner staff and Master Trainers in RIGHT TO
PLAY resources and supports the certification process of Coaches and Coach
Trainers.
·      Works with Supervisors, partners and Coach Trainers to develop weekly,
monthly and annual Coach training schedules for all project locations.
·      Oversees Supervisors and Coach Trainers when they train Coaches, and
ensures that all trainings are modified and aligned with proposals and work
plans. 
·      Works with Supervisors and Coach Trainers to evaluate training workshops
and submits evaluation reports to Line Manager.
·      Trains Supervisors and Coach Trainers in qualitative and quantitative
monitoring tools as well as performance assessment and training needs
assessment.
·      Maintains records of the training database as well as the training
library for the benefit and use of the team.
·      Formulates terms of reference for external training when needed,
evaluates the training providers and recommends the appropriate one.
2. Activity planning and implementation
·      Ensures Project Coordinators, Supervisors and Coach Trainers have a
clear activity plan and works with them to develop and implement activity
schedules for children in all project locations.
· Together
with Supervisors, encourages and supports Coach-led and community led
initiatives in all project locations.
·  Conducts
regular follow-up visits of all project locations to ensure training plans and
implementation aligns with project proposal; supports project team in
developing workshops to best fit the requirement and projects in the field.
·      Ensures integration of partner organization activities into RIGHT TO
PLAY activities and vice versa.
·      Supports Supervisors in regard to training logistics in all project
locations.
·      Provides feedback on new resources and recommends changes based on
country context.
3. Establish and maintain partnerships
·      Represents RIGHT TO PLAY and has regular consultations with Field Staff,
Master Trainers, local partner organizations, stakeholders and key
beneficiaries in all project locations in regards to training and RIGHT TO PLAY
tools. 
·      Acts as Child Protection focal point;
·      Ensures partner organisations, Master Trainers and Teachers are in
compliance with Child Protection Policy.
·    Oversee
implementation of the Right To Play Child Safeguarding Policy by staff and
partners
·      Support Projects to implement the Child Protection component.
4. Performs other duties as assigned.
III. 
             
PLANNING AND ORGANIZING
The incumbent is expected to set his/her own work plan
in line with country plan. The incumbent is also expected to support the
Supervisors and Coach Trainers in developing their activity plans.
IV. 
            
MINIMUM
QUALIFICATIONS (Must have)
(A)
   EDUCATION/TRAINING/CERTIFICATION
Masters’ degree in education or adult education.
(B)    EXPERIENCE
5 years’ experience in developing and implementing
training/Capacity Building sessions some of which should have been in senior
level working with NGOs

The incumbent’s job involves a lot of travel to the
project locations and may require travel outside the country of
operations.
