Piran
Rwanda Resources Limited is a mining company focused on the production and
exploration of tin, tantalum and tungsten. Piran, through its subsidiary Piran
Rwanda Limited, holds a 25 year mining licence for the Musha and Ntunga mines
in the prolific tin region of Eastern Rwanda. The company currently extracts
Sn-Ta concentrate and is rapidly increasing production. After strengthening its
financial position, bringing a Mineral Processing Plant on site, we need to
prepare ourselves for a more complicated and faster paced style of op

by hiring new team members in the areas of things which will change significantly.

following position:
Job
Title:  Health, Safety and Environment (H S E) Manager
 Reports
to: Chief Executive Officer ( CEO)
Job
Location: Musha and Ntunga Mines.
Job
Purpose
:
To
provide overall leadership and direction to the health, safety and environment
(HSE) functions to ensure Piran Rwanda’s operations strive to achieve world’s
best practice performance, and as a minimum complies with all applicable
regulatory requirements.
Principal Accountabilities
A.  
 ESSENTIAL DUTIES AND ACCOUNTABILITTIES:
1.  
 Management of reporting and statistics
  • Develop
    and manage a system to ensure all relevant HSE data is accurately
    collected, analysed and reported to management as required.
  • Ensure
    all statutory reporting requirements in the HSE area are met in
    co-operation with the Manager responsible for government and external
    relations.
2.  
 Conducting Investigations and tracking completion of corrective 
actions
  • Personally
    lead the investigation into any incident that has resulted in a medical
    treatment injury or worse, or any incident classified as high potential,
    including significant environmental incidents.
  • Maintain
    a database of corrective actions agreed following investigations and
    notify action owners and the CEO when they become over due for completion
3.  
 Providing expert assistance, advice and Fostering safety culture
  • Provide
    expert advice on risks management techniques associated with high risk
    activities on site, with special attention to the “critical six”:
  • Working
    at heights. Develop and maintain critical safety standards Always behave
    in a manner which demonstrates your personal commitment to Piran’s HSE objectives
    and standards.
  • Implement
    a safety management system that supports the building of a sustainable
    safety culture, focusing in the staged implementation of: Systems,
    proceduresand Leadership accountability for safety performance (JSA’s)
4.  
 Training and Mentoring
  • Develop
    and implement training programs that fosters leadership accountability for
    safety and environmental performance, and develops an awareness of risk
    identification and mitigation amongst the entire workforce.
  • Spend
    significant time in the field conducting inspections, observations and
    providing on the spot mentoring and advice to the workforce on risk
    identification and management
B.  
 QUALIFICATIONS
            
i. Minimum Education and Experience
  • University
    degree in a relevant field (HSE, environment, occupational health and
    safety, engineering, sciences) .
  • Between
    5 to 10 years of experience of OHS in an industrial environment
    construction or mining or in Environmental Health and Safety role.
ii.
Knowledge and Skills
  • Visionary
    approach to leadership and strategic thinking;
  • Strong
    persuasive ability to ensure management and employees are involved;
  • Ability
    to develop and maintain relationships with employees and different
    departments;
  • Logical
    approach, detail oriented, and problem solving oriented;
  • Excellent
    interpersonal skills and communication;
  • Good
    judgment and analytical mind;
  • Solid
    experience in accident investigations;
  • Ability
    to prioritize effectively to meet tight deadlines and work well under
    pressure.
