Reports to: PIH-IMB Pharmacy Program Manager

Start Date: 1 July 2016

The POSITION SUMMARY:

The Pharmacy Program Coordinator key responsibilities will be to
strengthen the district pharmacy system – from the health center to the district
pharmacy – to ensure that appropriate and effective medications and medical
commodities are available and accessible for patient care.  To
accomplish this, the Pharmacy Program Coordinator is responsible for
strengthening hospital based Drug and Therapeutics Committees, building
capacity of public sector pharmacy and nursing teams, developing effective
standard operating procedures and policies, and ensuring appropriate product
selection, quantification, requisition, distribution and monitoring of health
commodities.  Additionally, the Pharmacy Program Coordinator
collaborates with PIH-IMB clinical programs to develop and implement
“innovative” clinical programs requiring planning and coordination for
medicines and medical commodities that may not yet be available through the
public supply chain. A particular focus in this area will be in ensuring
uninterrupted supply chain of NCDs, Oncology, surgery, pathology lab and
Neonatology related medications, consumables and lab reagents at the PIH-IMB
medical warehouse by improving inventory management, distribution and
monitoring the use of pharmaceuticals.

Specific responsibilities:

Accompany and strengthen PIH-IMB-supported districts for essential
commodities

  1. To assist the Pharmacy Program Manager in organizing
    and facilitating District Hospital Drug and Therapeutics Committee (DTC)
    to ensure the coordination of district and hospital pharmacy staff,
    clinicians, and managers.
  2. Develop and improve best practices for
    selection, quantification, inventory management, requisition, use and
    maintenance of health commodities by PIH-IMB Medical Warehouse, district
    pharmacies and other health facilities.
  3. Build systems and capacity amongst PIH-IMB
    Medical warehouse team and staff at PIH-IMB-supported health facilities
    in Continuous quality improvement and other core competencies related to
    pharmacy supply chain management as mandated within PIH-IMB medical
    warehouse and public sector health facilities.
  4. Support capacity building and implementation of
    electronic pharmacy stock management system by conducting formal and
    on-the-job trainings on the use of the electronic inventory system for
    PIH-IMB staff.
  5. Promote and organize physical inventory, data
    quality auditing with PIH-IMB Medical warehouse and PIH-IMB-supported
    health facilities as needed.
  6. Answer questions and information on drugs
    interactions, side effects, dosage and storage of pharmaceuticals.
  7. Collaborate with other healthcare providers in
    maintaining established policies and procedures concerning quality
    assurance, security of controlled substances, and disposal of hazardous
    waste drugs.

Coordinate and develop pharmaceutical needs for clinical
“innovative” programs

  1. Collaborate with PIH-IMB “innovative” clinical
    programs, including Non-Communicable Disease, Oncology, Neonatology,
    Surgery etc, to plan and ensure uninterrupted supply chain of health
    commodities that may not be available in the public supply chain that
    are necessary to implement care delivery in these innovative areas.
  2. Support the team to perform product selection,
    quantification, inventory management and requisition of health
    commodities necessary for “innovative” program delivery at
    PIH-IMB-supported facilities.
  3. Build capacity in PIH-IMB-supported facilities
    for knowledge, maintenance, and inventory management of “innovative”
    health commodities.
  4. Provide pharmacological information on drug
    interactions, side effects, dosage and storage of pharmaceuticals by
    answering questions and requests of health care professionals;
    counseling patients on drug therapies.
  5. Maintain safe and clean working environment by
    complying with procedures, rules, and regulations.

District level and PIH-IMB communication and reporting

  1. Report regularly to PIH-IMB Pharmacy Program
    Manager with regular communication to S.Kayonza, Burera and Kirehe
    District Clinical Directors regarding activities and program needs.
  2. Communicate regularly with Health Center,
    District Hospital and District Pharmacy teams to ensure close
    collaboration on above activities.

Required education, technical skills and experience:

  • Bachelor of Science in Pharmacy (First class or
    second class upper division).
  • Strong background in humanitarian logistics and
    supply chain management.
  • Strong organizational skills and ability to
    work independently, take initiative, and multitask.
  • Strong computer literacy (Microsoft office and
    or other data management software.
  • Ability to work in highly collaborative
    environment with a demonstrated experience collaborating in a
    professional setting.
  • Demonstrated ability to interact professionally
    with culturally diverse staff and patients.
  • Ability to prioritize multiple tasks while
    maintaining organized records and files.
  • Strong interpersonal skills and excellent
    communication skills, including verbal, written, presentation, and
    facilitation.
  • Proficiency in spoken and written English.
  • Strong interest in global health and
    willingness to live in rural settings.
