The Parliament of Malawi is looking for a person to
fill the post of Clerk of Parliament, The position is provided for in Section 5
of the Constitution and in Section 16 of the Parliamentary Service Act. A
Clerk shall be appointed by the President on the recommendation of the
Commission and no such person shall be appointed or re-appointed after the age
of 60

office in this grade under the Parliamentary Service will be paid to a
successful candidate
To be the Chief Executive responsible for day to day management of the
Parliament of Malawi assembly and its Precincts, Noting accurately all the
proceedings of the National Assembly and its Committees, Keeping safely papers
and records of the House, Providing direction and control to all Officers and
Clerks employed by the Parliament of Malawi subject to overall direction of the
Speaker under the Parliamentary Service Act, Providing procedural advice on
parliamentary laws and practices to Presiding Officers and Members in Plenary
and Committees, Planning and managing parliamentary workshops and seminars for
Members of Parliament and staff under the direction of the speaker, Designing
strategies for staff development and Parliament of Malawi, Initiating
programmes for funding by donors within the context of the Parliament of Malawi
Strategic Plan, Understanding research for the development of Parliament
Procedures Committee system, and Conditions of
Service for Members and staff, Drafting official speeches for the
Speaker/Deputy Speakers of the Parliament of Malawi, Drafting rulings for the
Speaker/Deputy Speakers on points of orders raised by Members o in the House,
Coordinating exchanges between the Parliament of Malawi and
International/regional Parliamentary bodies
In carrying out the duties and exercising the powers conferred on him/her the
Clerk shall perform his/her functions under the direction of the Speaker of the
Parliament of Malawi
Legal qualification from a recognised institution with vast experience at
senior management level of not less than 10 yrs in the public sector
environment, familiarity with/or interest in working of legislative bodies and
Knowledge of project management
Willing to serve as a servant of Parliament of Malawi, Willing to work with all
Members of Parliament, Able to motivate Parliamentary service staff, Willing to
work long hours, Able to develop and maintain good public relations, Computer
literate and Assertive
