EXPORT DEVELOPMENT BOARD (NAEB) that came into being after the merger of the
former OCIR CAFE, OCIR THE, and RHODA wishes to recruit competent persons to
fill the following posts. NAEB key responsibilities among others are:
- To participate in elaboration of
policies and strategies for development of export of Agricultural and
livestock products. - To identify and support research
on Agricultural and livestock products for Export. - To increase investment in industry
and infrastructure meant for adding value in Agriculture and livestock
product for export.

candidates to fill the following posts and the requirements are described as
follows:
District Horticulture Value Chain Officer (30)
responsibility of the district Horticulture Value Chain Officer will be to
supervise Horticulture production and marketing activities in the District. The
Officer will be based in the District where he/she is appointed with a direct
supervision of District Authorities but technically attached to the Horticulture
Division of NAEB.
Tasks and Responsibilities
the District;
– To advise the District authorities on horticultural crop
production and the choice crop/varieties to be planted;
– To support and advise farmers cooperative engaged in
horticulture in the district on better production practices, diseases and pests
control, post harvest handling and marketing of their produce;
– Liaise with all stakeholders in Horticulture sector
operating in the District and work out better linkages and partnerships;
– To act as a mobilizer of farmer cooperatives, private
investors and other interested parties to invest in horticulture;
– To report on monthly basis through the District Authorities
the progress of horticulture production to Horticulture Division;
– To carry out any other work assigned by the direct
supervisor or technical supervisor.
Education and Experience
University Diploma (A1) in Agricultural Sciences or Horticulture.
– Minimum of 1 year experience in agricultural productivity
having experience in horticultural crop production and processing will be an
added advantage.
– Good communication skills and experience in working with
rural communities
2. Pyrethrum technicians(5)
will be based in pyrethrum production areas and their major responsibility will
be to ensure quality production of pyrethrum and support farmers in post
harvest handling. The technician will be under the direct supervision of the
Head of Horticulture Division in NEAB but will have to establish a close
working relationship with farmers’ cooperatives and the pyrethrum refinery.
Tasks and Responsibilities
To support and advise pyrethrum farmers on best production practices,
diseases and pests control, post harvest handling and marketing of their
produce;
– Prepare and present agricultural demonstrations related to
the pyrethrum production and post harvest handling;
– Prepare data summaries, reports, and analyses that include
results, charts, and graphs in order to document research findings and results
on pyrethrum production and processing.
– Respond to inquiries and requests from the public that do
not require specialized scientific knowledge or expertise in pyrethrum
production and post harvest handling.
– Liaise with all stakeholders in pyrethrum and work out
better linkages and partnerships;
– To act as a mobilizer of farmer cooperatives, private
investors and other interested parties to invest in pyrethrum production;
– To report on monthly basis the progress of horticulture
production to Horticulture Division;
– To carry out any other work assigned by the direct
supervisor or technical supervisor.
and Experience
University Diploma (A1) in Agricultural Sciences or Horticulture.
– At least more than 2 years of relevant work experience with
knowledge in horticultural and/or pyrethrum cultivation;
– Knowledge in handling and repairing relevant agricultural
machinery;
– Knowledge of English, French and Kinyarwanda considering
the constant interaction with local populations.
3. Chief auditor (1)
of the Director General of NAEB, Chief Auditor performs office and field
audits; impeccable integrity and independence of mind and the ability to defend
his/her position in significant issues; Ability to establish and retain
effective working relationships with other charity staff and to communicate
clearly and effectively, both orally and in writing.
Major Tasks and Responsibilities
Conduct regular and periodic internal audits of all financial and
programmatic activities of NAEB with a high degree of independence and
integrity
– Responsible for planning reviews, preparing and reviewing
papers, drafting Internal Audit reports and presentations of results to senior
management
– Manage the entire audit process from planning, executing
and reporting on Financial and Operational Audit reviews and evaluation of
internal controls to ensure cost-effectiveness in financial operations.
– Ensuring that all timeframes are adhered to by the office
of internal audit.
– Keeping in liaison with the Government Auditor General’s
office to ensure that NAEB financial operations are in line with the Government
procedures and guidelines.
– Conduct any reviews or tasks requested by the Board
of Directors, the audit committee, Managing Director or finance director,
provided such reviews and tasks do not compromise the independence or objectivity
of the internal audit function;
– Provide to both management and the audit committee with an
opinion on the internal controls;
– Work with the Board of Directors and management to ensure a
system is in place which ensures that all major risks of the organizations are
identified and analyzed, on an annual basis;
– plan, organize and carry out the internal audit function
including the preparation of an audit plan which fulfils the responsibility of
the department, scheduling and assigning work and estimating resource needs;
– report to both the audit committee and management on the
policies, programmes and activities of the unit;
– coordinate coverage with the external auditors and ensure
that each party is not only aware of the other’s work but also well briefed on
areas of concern;
– make recommendations on the systems and procedures being
reviewed, report on the findings and recommendations and monitor management’s
response and implementation;
– review and report on the accuracy, timeliness and relevance
of the financial and other information that is provided for management;
– work with management to ensure a system is in place which
ensures that all major risks of the charity are identified and analysed, on an
annual basis;
– report on the value for money that the organization obtains
in all its activities with special regard to economy, efficiency and
effectiveness.
Education and Experiences
Bachelor of Commerce (Accounting) or equivalent degree with professional
qualifications such as ACCA or CPA, with experience of working within the
financial services.
– At least 5 years working experience in a busy environment
within Rwanda and/or the Region;
– Sound knowledge of operational procedures in the auditing
function.
– A knowledge of audit procedures, including planning,
techniques, test and sampling methods involved in conducting audits
– A knowledge of computerized accounting software and
auditing record keeping systems
4. Professional accountant(1)
of the Director of Finance and budget unit
Tasks and Responsibilities
Responsible for NAEB’s financial operations and management and cash flow
forecasts that will be used for requests for disbursement from development
partners;
– General accounting including preparing journal entries,
maintaining balance sheet schedules and ledgers and account and bank
reconciliations;
– Assisting with monthly closings and account analysis and
supporting the Director of Finance in carrying out the responsibilities of the
Finance department;
– Support in raising monthly closings and account analysis;
– reconcile and maintain balance sheet accounts;
– general ledger operations;
– prepare journal entries;
– assist with monthly closings and preparation of monthly
financial statements and monthly financial management reports;
– assist with accounts receivable and accounts payable plus
tax computations and returns;
– assist in budgets and forecasts;
– support the Personnel office with payroll administration;
– assist with preparation and coordination of the audit
process while preparing all necessary documentation;
– assist with implementing and maintaining internal financial
controls and procedures;
– Keep well documented financial records and respect all
accounting procedures.
and Experiences
University degree MBA majoring in accounting or equivalent of
professional accounting qualifications – ACCA, CIMA, CPA;
– knowledge of accounting principles and practices;
– knowledge of finance principles, financial reporting and
technical accounting skills;
– previous experience of general accounting;
– proficiency in relevant accounting software;
– Knowledge of the Rwanda Budget law will be an added
advantage.
5. Estate Manager
Under the supervision of Director of Administration, the Estate Manager ensures
that NAEB Buildings and other assets are maintained effectively and efficiently
to the professional standards.

-Prepares tender documents and bill of quantities for rehabilitations and minor
construction works;

-Establishes and updates the report of NAEB infrastructure development
contracts
– Estates Manager supervises the day-to-day maintenance of activities;
-With the help of the estate manager Designs process for all important
activities in section.

Security officer(1)
of the Director of Administration and Human Resources Development. The security
Officer is required to carry out the following responsibilities:
Major Tasks and Responsibilities
Review, plan coordinate reorganize and audit the NAEB’s physical and non
physical (intellectual possessions) security and safety systems now and in the
future;
• Formulate and design a company risk policy including clear
risk description in terms of cover through physical, electronics and personnel
security systems and cover by measures of contingency planning;
• Review and update existing threat situations in respect of
staff, customers, business partners, NAEB assets and on-going operations;
• Advise and inform Management of all on-going security,
safety and environment related problems, decisions and initiate measures;
• Design physical, electronic and organizational security and
safety systems (eg in partnership with external security consulting companies)
• Supervise operations, implementation and maintaining of all
security and safety systems; eg Access control systems, security cameras, fire
fighting systems, emergency routes to mention among others.
• Liaise with safety and security representatives such as
National police, fire brigade and ambulances;
• Assist Management with budget inputs regarding
security-safety and environmental protection hardware and organizational
measures;
• To conduct interview sessions of prospective technicians
and cleaners and make appropriate recommendations to Management;
