Executive Secretary , Grade F1 (D), Report@: The
Committee/MLGRD
Will provide strategic leadership, guidance and direction in the delivery of
NLGFC mandate. He/she will be reporting to the Committee on issues of
operations and to the Ministry of Local Government and Rural Development
(MLGRD) on issues of policy
Leading in determining and formulating policies and provision of the overall
direction of NLGFC within the guidelines offset up by the applicable
legislation and the committee, Providing leadership in analysing operations of
NLGFC to evaluate performance in meeting strategic objectives and determining
areas of potential cost reduction, program improvement, policy change, Overall implementation
of policies and strategies on activities of NLGFC as guided by the Committee
and MLGRD, Formulating annual budget and workplan for the Committee and
managing resources within budget framework and existing laws, Overall
coordinating annual Local Authorities’ budget policy guidelines and formulation
for the devolved functions, consolidation and monitoring implementation of
local Authorities’ budgets and consolidation of Local Government Authorities
periodic financial reporting, Coordinating the development and review of the
resource allocation formula for Local
Authorities in collaboration with stakeholders and determining the annual
resource envelope for Local Authorities in collaboration with ministry of
Finance, Economic Planning and Development and other stakeholders, Leading in
the development and implementation of the Committee’s Strategic Plan and
mobilising resources for discharging the Committee’s mandate, Providing
leadership in commissioning audit programs of the Committee and Local Authorities,
Any other duties as may be deemed reasonable by the Committee
Should have a Masters Degree in Finance and/or Management or a qualified
Accountant with a Masters in Business Administration, and a member of the
Institute of Chartered Accountants in Malawi, In addition to the above the
persons should have a Bachelors Degree in Accountancy or Bachelor of Commerce
–Accountancy
Candidate should have a minimum of 10 yrs working experience at a senior
Management position, Experience in public financial management will be an added
advantage
Strategic focus and a demonstrable capacity to undertake long term planning and
implement strategic plans, Ability to lead, manage and work with teams of
professional officers, Conversant with public financial management laws and
regulations, Should have good interpersonal skills, Should have ability to
coach and develop staff effectively, Ability to work effectively under
pressure, Good negotiation skills
