BACKGROUND
With
financing from the World Bank, MININFRA is currently preparing a program to
support urban development in Rwanda’s secondary cities. The proposed project
aims to improve urban management, infrastructure se

development. As part of the preparation of this project, MININFRA is
commissioning several key studies including feasibility studies and preliminary
designs for investments in secondary cities, design of performance grant
system, measures to mitigate social and environmental risks and so forth. The
Municipal Engineer is expected to serve as MININFRA’s technical advisor in the
design of the project. The consultant is expected to work closely with district
officials as well as relevant national government entities.
Duties
and responsibilities:

- Serve
as a focal point in consultations and communications between district
governments and MININFRA, especially in the design of the proposed
operation. - Collect
and analyze all relevant data for the 6 secondary cities to ensure all
preparation studies coordinate and make use of existing work (e.g.,
District Development Plans, Master plans, Strategic Plans etc) - Initiate
technical assessments, including conceptualizing and drafting terms of
reference as needed - Guide
and supervise the consultants commissioned to undertake feasibility and
other related studies - Ensure
the feasibility study and preliminary designs in the six secondary cities
are consistent with national and district planning documents - Ensure
that consultant outputs are aligned with laws and regulations at National
and local levels - Identify
gaps or overlaps in district development projects and their requirements
and needs across sectors - Develop
implementation work plan for the proposed project at the level of
districts and Kigali - Coordinate
and oversee all preparation activities so as to ensure the project is
ready for implementation - Any
other tasks as required
Education
background and experience required:

Master’s Degree in civil/urban/municipal engineering or related field with
minimum 5 years’ experience

technical skills and knowledge:

- Project
management experience; demonstrated experience in conducting feasibility
studies - Background
knowledge of urban planning and development frameworks; Sound knowledge of
urban and construction related legal and regulatory framework; Work
experience in all phases of design and construction - High
levels of creativity, imagination and vision; Organizational, project
management and planning skills, including the ability to juggle multiple
tasks.
