Our Client Buchanan Renewables (BR), is a renewable energy and resources company currently focused on power development and biomass generation (woodchips) from “end of life” rubber trees. BR is also engaged with providing transportation, road rehabilitation and port/infrastructure development services to support the biomass generation business. Job Title: Health and Safety Officer
Reports to : Operations/General Manager
Duty Station : Buchanan, Grand Bassa County
Job purpose : To plan, coordinate and implement a comprehensive occupational health and
safety program, including the management of the company’s worker’s compensation program. Provides consultation and expertise and plays a key role over the company’s employees in essential matters of safety and health.
• Develop, coordinate and supervise the implementation and maintenance of a comprehensive company-wide occupational health and safety program designed to prevent injury, occupational illness and damage to property.
• Draft and recommend company-wide safety and health policy and maintain the company’s safety related manuals, including preparation and distribution of appropriate updates.
• Determine applicability of administrative and regulatory requirements and other health and safety laws, and implement applicable regulations and standards. Maintain current knowledge of legislations, regulations and practices in safety and health and advise management regarding the impact on company’s operations.
• Establish and implement safety training objectives. Plans and schedules in the area of health and safety. Conduct and/or provide for safety and health related training. Maintain records and a database of employees training, medical examinations, etc.
• Represent the company in inspections and hearings conducted by EPA and other Government regulatory agencies. Prepare complex analytical documents and correspondence.
• Conduct and supervise facility and site inspections, job hazards analysis and other evaluations to identify hazards and potential risks. Make recommendations to departmental managers and/or senior management as required, and implement appropriate corrective actions. Conduct audit/checks of corrective actions to ensure compliance with regulations and applications of such actions.
• Conduct post accident investigation. Develop and chair a company accident review committee. Make recommendations for changes in equipment and/or processes to correct any unsafe conditions. Assess incident statistics to determine requirement for new or modified training.
• Assist with other risk management and environmental health issues. Prepare, recommend and administer budget for areas of responsibility.
• Build and maintain positive working relationships with co-workers, other companies and the public using principles of good customer service.
• Perform other related duties and responsibilities as may be assigned by supervisor.
Minimum Qualification:
• University Degree or its equivalent with major course work in Industrial Engineering, Safety Engineering or Occupational Health, or a closely related field.
• Must have at least 4 (four) years of professional experience workplace safety, worker’s compensation program administration and employee training work, at least 2 (two) years of which involved administration of a comprehensive safety and accident prevention program; experience in a water or wastewater utility is desirable.
• Good knowledge of Principles and practices of industrial and occupational safety and health program administration. Pertinent local state or international laws, ordinances, rules and regulations.
• Good knowledge in the use of computers especially Microsoft Excel, MS-Word and other operating system, basic Windows Office programs.
• Must have very good written and oral communication, and report writing skills in English.
Key Competence:
• Ability to plan, organize, promote and implement a comprehensive health and safety program.
• Knowledge and principles of budget preparation and administration, principles and techniques of employee training, report preparation and statistical analysis.
• Ability to identify, plan and conduct or provide for training of employees in a variety of safety, health and other risk management related areas.
