Established in 1951, IOM is the leading inter-governmental organization in the

Context:
IOM’s Disaster Risk Reduction (DRR) and Emergency Preparedness/ Response
Programme (EPRP) seeks to reduce prepare for and manage the risks associated
with natural disasters in Haiti, whilst contributing to humanitarian
activities, reconstruction and state capacity building in general.
For 2012, IOM’s Disaster Risk Reduction and Emergency Preparedness/ Response
programme consists of the following elements:

– Large-scale community-based disaster risk reduction sensitization and
training
– Disaster risk reduction communications, including radio, print and new media
– Mitigation and small infrastructural works
– Construction, rehabilitation and mapping of evacuation shelters
– Capacity building in the management of evacuation shelters
– Coordination (specifically in the context of IOM’s role as Camp Management/
Camp Coordination (CCCM) Cluster Lead
– Contingency planning
– Risk mapping

Under the overall supervision of the Chief of Mission, and in close
consultation with the Programme Manager (DRR/EPRP) and cooperation with
relevant units at Headquarters, the successful candidate will be responsible
and accountable for the implementation, oversight, and coordination of the
programmes.

Core Functions / Responsibilities:
1. Develop, implement and monitor administrative and operational activities of
approved
DRR programmes.
2. Organize and supervise the implementation of DRR, emergency preparedness and
emergency response related workshops, conferences and trainings to/with local
authorities, civil society actors and military personnel.
3. Participate in a team of experts for earthquake contingency planning –
Haiti. Represent IOM and contribute to the overall success of the initiative.
4. Ensure good and effective coordination of activities between different DRR
programmes,
and relevant aspects of the CCCM/ Shelter Cluster, with the Haitian department
of civil protection and other relevant government entities.
5. Identify new opportunities, and describe and justify possibilities
consistent with approved programmes and ongoing activities. Renew country
and/or regional activities and recommend programme improvements.
6. Contribute to the development of programme implementation strategies aimed
at meeting the programme objective with governmental authorities and international
and regional institutions as well as partners’ organizations in public/private
sector.
7. Review and adjust proposals to ensure consistency with relevant priorities
and programmes, and with available resources. Formulate and present such
proposals on the basis of technical and substantive input and in accordance
with required format for final review and approval.
8. Prepare or ensure timely preparation and submissions of all programme
reports according to IOM and donor formats as required. Prepare regular
updates, programme summaries, press releases and other relevant materials.
9. Provide financial, administrative and logistical backstopping to identify,
train and supervise staff in accordance with IOM’s procedures and regulations.
10. Undertake duty travel relating to programme assessment, liaison with 
ounterparts, problem solving, and new programme development, as required.
11. Perform such other duties as may be assigned.

Desirable Qualifications and Experience
a)completed advanced university degree from an accredited academic institution,
preferably in International Relations, Political Science, Business or Public
Administration;
b)five years (or seven years for those with first level university degree) of
practical experience with international organizations, in development,
implementation and evaluation, and/or programme implementation and management;
c) previous Disaster Risk Reduction, emergency preparedness and response
experience in Haiti; d) familiarity with different project cycle steps and
donor relations;
e) ability to supervise large numbers of staff.

Languages
Thorough knowledge of English and French. Basic knowledge of Creole.
