Context:
Under the direct supervision of the Senior Migration Law Officer the successful
candidate will be accountable and responsible for providing advice and support
in the development and implementation of the Organization´s International
Migration law (IML) activities.
Core Functions / Responsibilities:
1. Design, develop and conduct IML training activities. Keep training modules
and agendas up to date with newest developments, including but not limited to
creating and updating internal database on jurisprudence relevant judicial
bodies (international, regional and national). Support the Senior Migration Law
Officer in liaising with diplomatic training institutions/academies at the
country level in view of establishing and developing collaborative partnerships
and joint programming.
2. Offer expertise on IML to external stakeholders such as governments,
international and regional institutions, academia and civil society.
3. Liaise and collaborate on migration law issues with relevant experts in the
UN system and in other international and regional organizations as well as in
protection mechanisms.
4. Draft, initiate or review academic research for publication and
dissemination at relevant international fora. Review and comment on research
reports, articles, presentations, policy documents and proposals prepared by
governments, international organizations, NGOs and members of the academic.
5. Assist in preparing information notes on migration law issues and amicus
briefs.
6. Provide expert advice and guidance to Headquarters and IOM Field Offices in
the area of International Migration Law (IML).
7. Represent the Organization at expert level in meetings and seminars with
governments and other stakeholders and prepare and/or deliver presentations.
Participate in inter-agency working groups on behalf of IOM.
8. Oversee the Migration Law Database, including research and compilation of
migration instruments as well as case law in the three official IOM
languages and beyond.
9. Develop and manage IML project activities.
10. Coordinate support to the IOM offices in the planning, implementation and
finalization of projects with IML components. Support in advising on human
rights based approach to migration programming.
11. Perform such other duties that may be assigned.

Technical
a)effectively interfaces with government officials of appropriate level on
matters related to substantive migration law issues and the work of IOM;
b) effectively applies knowledge of migration law issues
within organizational context;
c) correctly frames migration law issues within their regional, global, and
political context;
d) effectively provides sound and clear legal advice using knowledge of IOM
mandate, international and regional legal frameworks, and other relevant laws
and jurisprudence;
effectively represents IOM on international migration law issues with external
and internal counter parties.
Desirable Qualifications and Experience
a)completed advanced university degree from an accredited academic institution
in Law; PhD in International Law an advantage;
b) minimum five years practical legal experience (or seven years of experience
for candidates holding a first level university
degree;
c) experience in legal research paramount;
excellent drafting ability and analytical skills, in particular ability to
draft papers of high quality primarily in English and Spanish;
e) sound knowledge of international migration law issues and literature;
f)previous experience of having own work published an advantage.
Languages
Excellent knowledge of English and Spanish as well as basic knowledge of
French. Knowledge of other languages an asset.
NOTE:
1.The tenure of contract of staff members holding a regular contract will
remain unchanged.
