Background
Established in 1951,
IOM is the leading i
nter-governmental organization in the field of migration
and works closely with governmental, intergovernmental and non-governmental
partners. IOM is dedicated to promoting humane and orderly migration for the
benefit of all. It does so by providing services and advice to governments and
migrants.
IOM’s main
activities in Rwanda to date are related to the socio-economic reintegration of
returnees in collaboration with the Ministry of Disaster Management and
Refugees Affairs (since 2010) and following the civil war in DRC, IOM is also
involved in resettlement of Congolese refugees in Rwanda mainly to USA,
Australia, Finland, Canada and UK. IOM is also working to strengthen the capacity
of the Government of Rwanda in two areas, in labour migration management to
systematically manage and regulate labour migration and in devising an ICT
strategy for the Directorate General for Immigration and Emigration.
IOM has also
recently completed two projects. One in collaboration of Rwanda Diaspora
Directorate whereby diaspora members were mobilized and sensitized to share
their skills through temporally practice in local hospitals. And secondly
raising awareness in preventing human trafficking in collaboration of Ministry
of Gender and Family Promotion and National Police.
The Government of
Rwanda has embarked upon an overhaul exercise within the Directorate General of
Immigration and Emigration (DGIE) and in keeping with EAC protocol recommendations,
national requirements and international norms intends revamping their border
management information data capture IT system that coordinates migrant
information capture and storage and dissemination. The Government of Rwanda
also intends to pursue e-governance initiatives within in its passport and visa
services in an effort to enhance and streamline the migration and data
processes toward an effective migration management ICT system.
As a result, the IOM
and the DGIE seek a consultant to assess the ICT needs of the DGIE and create a
comprehensive ICT strategy within the context of Rwanda in accordance to the
law, policies, procedures, structures and security measures regarding
migration. The consultant will be based within the DGIE and be allocated a
government official as liaison/focal point. This will also aid in the transfer
of skills and capacity building. It is intended that an institutional ICT
strategy be created to guide the design, building and implementation of a
sustainable integrated ICT architecture that will enable the DGIE to implement
the Government’s Migration Policy and E-Government Policy
The Government of
Rwanda has initiated “Rwanda Online”, a single portal for all government
business. Rwanda also has a number of One Stop Border Posts with neighbouring
countries and currently there are no mechanisms for sharing information
digitally. Further issues, such as:
1) Lack of up to
date information sharing systems between border posts and DGIE in Kigali 2)
Scarce corporation between DGIE and the Rwandan embassies abroad 3) Inefficient
investigation into foreigners applying for visas 4) After-entry management of
visitors has been raised by DGIE, but concrete mechanisms and capacity to
assess these risks are still not in place within the institution. 5) Enhanced
systems analysis capabilities to manage movement of people into and out of
Rwanda. 6) Lack of e-Payment gateway system to allow online payment of visa and
permits
General Functions:
Under the direct
supervision of the Chief of Mission and in coordination with officials of the
DGIE the consultant will ensure that an ICT integrated strategy is developed
among all the stakeholders, that the strategy looks forward and takes into
account international e-Immigration standards according to the international
rules and regulations by ICAO and best practices to allow the Government of
Rwanda to have an efficient, standard and smart e-Immigration systems to
support future changes (e.g. biometric passports, increased arrivals to Rwanda
due to the expansion of RwandAir and the Government strategy to attract more
regional and international conference business and investors).
Consultant’s
specific tasks: 1. Creation of backend IT solutions incorporating all
Government of Rwanda DGIE services to be included in ‘Rwanda Online. 2. Assess,
review and propose specifications for the establishment of efficient and smart
systems and infrastructure including, but not limited to, the following:
a. a monitoring centre; b. a remote disaster recovery; c. dashboard for data
analysis and statistical reporting system; d. power backup systems; e. enhanced
system security architecture and design; f. e-Administration system; g.
e-Payment gateway system.
- Assessment
of ICT systems at key border posts (Gatuna, Rusumo, Rubavu, Akanyaru and
Kigali International Airport). - Conduct
a study tour to review processes as relevant to the exercise. (location to
be determined following consultation with DGIE and IOM). - Assessment
and creation of an interagency databases including but not limited to
(RDB, MINEAC, RNIS, RNP, RRA, NIDA, MYICT). - Propose
software standard and technology to be adopted by DGIE. - Review
and propose internal DGIE IT policies, rules, laws and make
recommendations for efficiently and effectively implement e-Immigration
within DGIE. - Validation
workshop to discuss the strategy with DGIE officials. - Assist
with an inter-ministerial agreements on standard operating procedures for
information exchange related to IT. - Alignment
of other existing government systems to become compatible to the DGIE
integrated database. - Conduct
a workshop with DGIE staff to identify the timeframe for implementing the
strategy. - Mentor
an official from the DGIE ICT unit.
Proposed
deliverables: Tangible and measurable outputs of the work assignment with
delivery timeframes (running concurrently). Timeframes below are the deadlines
from the beginning of the work (dates to be determined at the beginning of the
contract as part of the workplan): • Inception report (3 weeks) • Creation of
integrated DGIE database including all DGIE databases and relevant systems from
DGIE stakeholders (5 months) • Assessment of existing systems and
infrastructure and one stop border posts (4 months) • Study tour report (4
months) • Assessment of interagency database (3 months) • Development of
specifications of technologies, software standards, smart infrastructure (4
months) • Development of relevant DGIE IT policies, rules, laws and regulations
(5 months) • Guidance on the alignment of government systems with DGIE systems (3
months) • Validated comprehensive ICT strategy (5 months)
How the work must be
delivered: All outputs must be validated by DGIE before submitting to IOM
Performance
indicators for evaluation of results: Regular meetings and reports with DGIE
staff to assess progress against the workplan. Outputs to be validated by DGIE.

Desirable
qualifications: Education, Experience and competencies • University degree in
ICT and related technologies. • At least five years of progressively
responsible work experience in the e-Immigration relevant domains. Proven
in-depth knowledge and understanding of the border management/immigration and
integrated border management concept within the IT environment; network
security and system administration; systems development and database creation
and ability to effectively apply this knowledge within an organizational
context. • Knowledge of EAC policy; Rwanda NICI plans and Northern Corridor
Integration project specifically e-Immigration cluster and legislation in the
area of e-Immigration and border management. • Experience in working with
governmental institutions and inter-governmental organizations. Relevant
experience of IT work within a government or international migration and border
management structure would be an added advantage. • Experience in software
development • Advanced PC knowledge Advanced IT Knowledge on Oracle; Red-hat
certified Engineer; Ubuntu Linux 14.04 LTS server administration; web
application firewall CCNA,CCNP, IT systems Audit and Project Management. • Good
communication, interpersonal and organizational skills. • Ability to work
efficiently and calmly under pressure. • Proven high level of discretion and
flexibility.
Languages
Fluency in English
and French is required. Knowledge of Kinyarwanda is an advantage.
