Medical Corps is deploying an emergency response team (ERT) to assess the
country after the Ebola Virus Disease (EVD) outbreak starting in May 2014. The
ERT will assess the provision of direct clinical care. The ERT will expand the
current activities including: health education, health awareness, surveillance
and contact tracing support.

SUMMARY
SUMMARY
The
Emergency Monitoring and Evaluation Officer will be responsible for efficiently
setting up effective monitoring systems to collect basic information about
activities in the initial phase of emergency response. As the response
continues, the M&E Officer will be responsible for designing and
implementing sustainable monitoring and evaluation systems in coordination with
relevant government UN agencies and headquarter-based M&E staff as well as
analyzing, interpreting and communicating information in a way that promotes
informed decision-making for on-going and future programmatic activity.

ESSENTIAL
DUTIES AND RESPONSIBILITIES:
DUTIES AND RESPONSIBILITIES:
- Identify
priority data needed for immediate operational and planning means and
rapidly develop methods of collecting this data - Coordinate
and lead rapid needs assessments as necessary, including coordination with
other agencies and prompt analysis and dispersal of findings - Develop
M&E processes and related tools that support quality assurance for key
program areas (women and child health, water and sanitation, mental
health, emergency response, health capacity building); - Design,
test, implement and review routine project monitoring and report forms,
databases and data flow mechanisms and oversee the management of data for
regular reporting on program progress; - Establish
and maintain feedback mechanisms for M&E results with all stakeholders
to identify and share lessons learned and to encourage use of data for
decision-making at all levels and effectively communicate this information; - Conduct
operational research activities as appropriate to support effective and
efficient program implementation; - Advise
in the planning and monitoring of M&E related expenditures and make
recommendations for required human and financial resources; - Perform
other duties as assigned. The duties and responsibilities listed above are
representative of the nature and levels of work assigned and are not
necessarily all-inclusive.
Qualifications:
- Masters
level or higher degree in epidemiology, public health, social sciences,
health information management, biostatistics or a related discipline; - At
least five years of applied experience with a humanitarian organization
designing, implementing and overseeing monitoring and evaluation tasks,
preferably in health and nutrition sectors; - Demonstrated
experience designing logical frameworks and results based frameworks and
associated performance monitoring and evaluation plans; - Experience
with M&E approaches for key donors such as USAID, OFDA and PRM - Extensive
experience in quantitative and qualitative data collection including
survey design, implementation and analysis; - Experience
developing and implementing project management plans (PMPs) or monitoring
and monitoring and evaluation plans - Competent
in qualitative approaches and participatory assessment; - Experience
with common survey approaches in the health and nutrition sectors (KPC
surveys, LQAS, and SMART); - Experience
designing and implementing health management information systems at the
facility and community levels; - Familiarity
with database design and other tools for information management; - Competent
in MS Excel, word processing, Power Point and experience using statistical
packages such as SPSS, EPI-Info, STATA, etc; - Excellent
oral and written communication skills and ability to effectively
communicate technical material to both expert and lay audiences; - Strong
organizational and time management skills and capacity to coordinate work
across multiple departments; - Demonstrated
strategic thinking and analytical skills; - Willingness
and ability to live in a challenging environment - Fluency
in written and spoken English is essential.
