of our regional monitoring and evaluation function within the East and Southern

Reporting to the International
Monitoring, Evaluation and Reporting Manager, this role will lead on the
development of a shared Monitoring and Evaluation System with our partners,
provide guidance on the overall Monitoring and Evaluation Strategy within the
region and implementation of related activities within the region and via our
partners, providing timely and relevant information to all stakeholders.
As Regional Monitoring & Evaluation
Officer, the successful candidatewill have an excellent understanding of the
principles and importance of monitoring and evaluation relevant to child
protection. This role will require an ability to travel extensively throughout
the East and Southern Africa region. Commitment to the development of
comprehensive management information systems and experience in the development
and delivery of training workshops is also required. We are seeking an
excellent communicator who can quickly gain the trust of our partners and lead
them through the development of robust monitoring and evaluation systems. The
successful candidate will be fluent in English, have good knowledge of a second
language relevant to the region, an excellent eye for detail, experience of
analysing and interpreting data and confident presentation skills.
Role Purpose and Role Dimension
Responsible for:
The development of a shared Monitoring
& Evaluation (M&E) system with the project partners, guiding the
overall M&E strategy and implementation of related activities within the
region and via national partners, providing timely and relevant information to
project stakeholders
Purpose:
  • Develop,
    implement, maintain and review systems to monitor and evaluate the
    quality, impact and performance of Deinstitutionalisation (DI), Altemative
    Family Care (AFC) and Child Protection Reform (CPR) within the region.
    Support the aggregation and analysis of data monitored across national
    partners, themes and particular areas of interest as assigned.
  • Contribute
    to the implementation of HHC strategic and operational plans regionally.
    Assist in the development of reports, project reviews or assessments,
    research.
  • Ensure
    close communication with all involved in M&E design and coordination:
    core HHC and partner M&E staff; representatives of the national
    partners; representatives from primary stakeholder groups; external
    consultants and field staff when appropriate, plus members of extemal
    M&E-related activities.
  • Facilitate
    national partners/stakeholders to value and develop appropriate capacities
    for and undertake their own M&E activities and link these into an
    overall assessment of progress and necessary actions.

Financial Dimensions:
This role does not have budget
management responsibilities but as with all HHC roles, there is a
responsibility to work within the agreed budget limits and financial processes
of the organisation.

    of project specific Monitoring, Evaluation and Reporting Plans across
    national partners in the region.
  • Delivery
    of training in monitoring, evaluation and reporting for relevant project
    partners.
  • Aggregate
    monitored data across the national partners in the region.
  • Analyse
    project specific indicators, as well as theme specific indicators
  • Reports
    on specific areas of interest as assigned for the purpose of programme
    review, development, research, advocacy and policy development

Key Accountabilities
  • Development
    of monitoring, evaluation and reporting plans across partners in the
    region. (40% of time)
  • Aggregate
    and analyse monitored data across the national partners in the region with
    the purpose to inform project implementation and development. (30% of
    time)
  • Aggregate
    and analyse data monitored across the project in the region to inform
    policy development and advocacy initiatives. (30% of time)
Key Elements
  • Support
    the development of an integrated and comprehensive monitoring, evaluation
    and reporting framework across all national partners by reviewing their
    existing approaches and management information systems and designing the
    framework for the physical and process monitoring of operational
    activities. Agree on any required support and changes.
  • Introduce
    systems for recording and analysis of key indicators relevant to project
    outcomes.
  • Advise,
    guide and train relevant project and partner staff on the set up and
    maintenance of monitoring, evaluation and reporting systems. Assist with
    the M&E tools and provide support in their use.
  • Check
    that data monitoring is discussed in the appropriate forum and in a timely
    fashion in terms of implications for future action. If necessary, create
    such discussion forums to fill any gaps.
  • Guide
    staff of national partners in preparing their progress reports. Together,
    analyse these reports in terms of problems and actions needed. Prepare
    consolidated progress reports for management to submit to the relevant
    bodies, in accordance with approved reporting formats and timing.
  • Develop
    and help maintain computer-stored information to assist the project
    implementation and delivery.
  • Assist
    relevant project staff in collating and analysing monitored data on a
    quarterly basis.
  • Collaborate
    with staff and implementing partners on qualitative monitoring to provide
    relevant information for ongoing evaluation of project activities, effects
    and impacts
  • Identify
    bottlenecks in completing project activities and suggest strategies to
    management for improving the efficiency and effectiveness of the project
    by developing plans to minimize or eliminate such bottlenecks.
  • Review
    and provide support to relevant staff in the production of quarterly,
    annual and project specific reports.
  • Review
    existing relevant data in the region, the methods of collecting it and the
    degree to which it will provide good statistics for various policy and
    advocacy initiatives.
  • Based
    on the review of existing data in the region, identify the need and draw
    up the TOR(s) for specific project studies/surveys.
  • Guide
    and supervise special surveys and studies required for evaluating project
    effects and impacts in the region.
  • Assist
    in the production of strategic plans, briefing papers, policy documents
    and country reports in the region.
  • Represent
    the Regional team on work groups involved in devising and implementing
    corporate policy.
Person Specification
Essential Experience
  • Experience
    in developing and maintaining user-friendly systems for the management of
    information for project-related work.
  • Experience
    in data analysis, quality control and data collation.
Desirable Experience
Experience of work in an international
development and/or child protection setting. At least three years of proven
experience with:
  • the
    logical framework approach and/or other strategic planning approaches;
  • M&E
    methods and approaches (including quantitative, qualitative and participatory);
  • planning
    and implementation of M&E systems;
  • training
    in M&E development and implementation;
  • facilitating
    learning-oriented analysis sessions of M&E data with multiple
    stakeholders;
  • information
    analysis and report writing.
Essential knowledge
  • An
    understanding of M&E principles, development of qualitative and
    quantitative indicators relevant to child protection work.
  • An
    understanding of and commitment to the protection and safeguarding of
    children’s rights.
  • Familiarity
    with and a supportive attitude towards processes of strengthening local
    organisations and building local capacities for self-management.
Desirable Knowledge
  • Degree
    in Social Sciences or related field.
Essential skills and abilities
  • Good
    computer skills, including Excel, Word, Power Point and possibly SPSS.
  • Ability
    to interpret and analyse a range of data (qualitative and quantitative) to
    develop programmatic information.
  • A
    good team player in multi-disciplinary and multicultural setting.
  • Ability
    to implement and monitor information systems.
  • Good
    networking and co-ordination skills.
