JOB CONTEXT
:
The “Ubuntu Care:
confronting sexual violence against girls and boys, including girls and boys
with disabilities in Rwanda, Burundi and Kenya” project is a multi- countries
project aiming at addressing the root causes and mitigating the consequences of
violence against children, especially those with disabilities.
Each of the 3
countries of implementation is very different historically, culturally,
politically, socially and economically. Nonetheless, each of them has made
commitments at the international level to uphold the basic human rights of
children and of people with disabilities. They have all either signed and/or
ratified the UN Convention on the Rights of the Child (CRC) and the UN
Convention of the Rights of People with Disabilities (CRPD). In most of the
selected implementing countries for this project, Handicap International has
started to work on the issue of sexual violence and disability through projects
on HIV/AIDS in East Africa. It appeared that many of the beneficiaries were
survivors of sexual violence. In addition, a large portion of them were minors.
However, each of these countries has developed its own ways and approach in
carrying out its interventions in this area. In Rwanda, over the last few years
a psychosocial approach has been used that focuses on enabling communities to
address this issue with the assistance of partner Community Based Organizations
(CBOs) and community mediators. In Burundi, local DPOs and government bodies
have been mobilized to address this problem with a particular emphasis on women
and girls. In Kenya, the Handicap International team built a Gender Recovery
Centre (GRC) to support survivors of sexual abuse through community
mobilization activities.
HI (Handicap
International) implemented stage one (2013-2015) of the Ubuntu Care project in
Rwanda, Burundi and Kenya, which included activities and research designed to
more effectively identify and address factors related to sexual violence
against children, including children with disabilities.
Stage two of the
Ubuntu Care project (2016-2018) started to be implemented and continues to
address the following vulnerability issues/factors: the poverty of families
with children with disabilities, isolated children and unidentified cases,
sexual violence in schools, unreported cases and out-of-court settlements
between abusers and families of survivors, delayed medical consultation,
obstacles and beliefs, lack of justice and punishment, lack of
psychological/psychosocial support.
YOUR
MISSION:
Under the line
management of the Southern & East Africa Desk Officer based at HQ in
France, you supervise directly 2 people but work closely with different teams
in HQ or in the field. The organisation, hierarchical and functional links of a
regional project are complex and will require from the coordinator strong
coordination, inter-personal and logical skills.
As Regional
Coordinator of the project Ubuntu Care, you are is responsible for the overall
achievement of the regional project, aiming at translate effectively the
international commitments in regard of children’s rights, in particular the
Convention on the Rights of the Child (CRC) and the Convention on the Rights of
Persons with Disabilities (CRPD) into practical actions on the ground through
improved response mechanisms to Sexual and gender based violence against
children at all levels
The post includes
4key objectives:
Implement
the regional component of the project (regional and international advocacy)
Manage
the regional team in charge of the compilation, coherence and reporting of the
project at whole (2 people)
Provide
the technical support to each sub component of the project in 3 different
countries to guarantee development, ownership and coherence of the approaches
chosen for the project.
Contribute
to the extension of the project and the thematic through proposal writing,
networking, donors meeting
YOUR PROFILE
:
You
hold a degree in management and/or in development studies, social action….
You
have a technical expertise in one area of child protection, disability or/and GBV
You
have a minimum of 4 years professional experience in implementing and
supervising projects including managing teams and partnerships in one of these
areas
You
have a perfect knowledge of written and spoken both in French and English
You
are proactive, flexible, responsive, organised and can manage multiple deadlines
simultaneously
You
know working with multidisciplinary and multicultural teams
CHARACTERISTICS
OF THE POSITION:
The position is a
regional one, based in Rwanda with regular moving in Kenya, Rwanda and Burundi.
The living conditions are good and security conditions fair. However for
Burundi, the socio-political situation remains unstable and the situation will
have to be evaluated by HI program in Burundi before each field visit.
