Context:

VSO Rwanda is
international NGO operating in Rwanda since 1998. VSO works with international
and national volunteers to support local partners and government in
strengthening their capacity to improve the quality, delivery and access of
services mainly in education, social inclusion and governance (with a
disability focus) and secure livelihoods. Gender and national volunteering are
cross-cutting issues for all our work.

VSO Rwanda is
implementing a project in Nyaruguguru district to reduce girls’ absenteeism and
dropout rates by providing schools with ‘girls’ sanitation rooms’. GIFTS
(Gender Inclusive Facilities and Trainings in Schools) project target 3 schools
in  Nyaruguru District-GS Kamana, GS Runyombyi 2, and GS Sekera; with six
classes (three in upper primary and three in lower secondary) to address the
challenges that limit their ability to succeed in education. This will be
achieved by constructing 3 sanitation rooms  of 4 by 7 metres, training
the parents, teachers, girls and boys on sexual and reproductive health (SRH)
issues, plus practical usage and maintenance of the rooms.

1. VSO
   International hereby invites national tenders for the EXECUTION WORKS FOR
   THE CONSTRUCTION OF 3 GIRL’S ROOM IN NYARUGURU DISTRICT; AT 3 SCHOOLS -GS
   KAMANA, GS RUNYOMBYI 2, AND GS SEKERA.
2. The
   execution period is 8 weeks.
3. Bidding
   will be conducted through National tender document and is open to all
   bidders as defined in the Bidding Documents.
4. Interested
   eligible bidders may obtain further information from the VSO International
   Headquarter Remera at Tel 0788300940, on 30th September /2015 from 8h00.
5. Qualifications
   requirements include: Technical and financial offers. A margin of
   preference for eligible national contractors/joint ventures shall not be
   applied.
6. The
   tender document can be obtained from 30th September 2015
   at the Secretariat of VSO International in REMERA Sector, GASABO District,
   Rukiri II, Next to CSS Zigama Bank; KG 176 Street, House No 4, PO Box
   4599, Kigali, Tel: +(250) 788 300940. upon presentation of a prepaid Bank
   slip of non- refundable amount of Ten Thousand Rwandans Francs
   (10.000RWF). This payment can be done on the account № 002535301-88 of
   Voluntary Service Overseas open in the I&M Bank.
7. A
   Compulsory site visit is scheduled on 02nd and 05th
   October 2015and will be conducted by VSO advisor based at the district;
   and she is reachable through 0784607203. The venue for departure is fixed
   at Relative district head office 02nd
   and 05th October 2015 at 10:00Am local time (8h00a.m GMT).
8. The
   bids well typed, written in English or French language, appropriately
   bound and presented in Three (3) copies, i.e an original and 2 copies,
   accompanied by a bid guarantee of Five hundred Rwandan Francs (RWF
   500,000) from a recognized Bank or Insurance Company in sealed envelopes,
   the envelopes must reach the VSO Head office Secretariatbefore 07th/10/2015
   at 10:00
   a.m local time. Electronic bids will not be accepted. Late
   bids will be rejected.
9. The
   bids will remain valid for 30
   days starting from the deadline of their submission.
10. The
    outer envelope should clearly indicate the tender title and reference
    number.
11. The
    opening of bids will take place the same day 07th./10/2015
    at 02:00
    p.m.; local time (1:00 GMT) in the conference room of VSO
    in public session.
