The Government of Rwanda, in its effort to sustain economic growth, has increased and stabilized power production since the severe power shortages in 2004.However, infrastructure bottlenecks in the urban areas
and limited access in the rural areas have emerged as a significant constraint. One of three major strategic objectives of the Economic Development and Poverty Reduction Strategy (EDPRS 2008-2012) is to expand access while also improving the quality and lowering the cost of economic infrastructure ¡V especially transport, power, and communications.
In connection with the abovementioned strategy, the Government of Rwanda through Energy Water and Sanitation Authority (EWSA) has embarked on a country-wide Electricity Access Program to realize the primary EDPRS target for the electricity sector of tripling access by 2012 to about 16% of households and at least 50% of identified public institutions in health, education and local administration.
In this regard, EWSA has established Electricity Access Scale-up Roll-out Program (EARP) as a part of its corporate structure. The program is being implemented within the framework of a Sector Wide approach (SWAp) chaired by the Ministry of Infrastructure (MININFRA) and financed by IDA, World Bank GEF/ESMAP CEIF, AFD, BADEA and others..
TASKS FOR THE CONTRACTS MANAGER/CONSULTANT
The Contracts Manager shall be responsible for contract management and supervision of the Construction Works to be undertaken by the contractors as detailed below:
(i) supervision, management and quality control of all works;
(ii) reviewing all the relevant contractors¡¦ drawings and designs;
(iii) Preparing and updating Implementation Schedules, including coordination with EWSA on outages needed for implementation works;
(iv) Carrying out supervision of all lines construction works in accordance with the contract and in compliance with sound engineering best practices;
(v) Developing and maintaining procedures for the effective control of project execution and establishing project accounting procedures to ensure cost control;
(vi) Giving all necessary instructions to the contractor including variation orders, provided, however, that he shall not without the prior consent of the Employer give any instruction which may substantially increase the cost of the project;
(vii) Advising the Employer on disputes which may arise with the Contractor; and
(viii) Supervising the commissioning of the project and recommending the issuance of provisional or final acceptance certificates & certification of payment to contractors ;
Project Progress Reports –
The Contracts Manager shall provide inputs to the various project reports related to
(i) project progress highlighting achievements in relation to targets, outlining problems encountered and mitigating measures applied. In addition to progress on physical implementation, the input to the reports shall include expenditures incurred and estimates of costs to completion and elaborate on likely factors which may delay or affect the cost of the project;
(ii) completion reports including commissioning reports, as-built drawings, and such other records and information as are necessary to operate and maintain all features of the project.
QUALIFICATIONS
The Contracts Manager shall have at least a Bachelors Degree or equivalent in Electrical Engineering; with at least 5 years experience in power distribution system, contract management and supervision of contractors. He/she shall be fluent in English. Having a working knowledge of French will be an added advantage.
REPORTING
The Contract manager will report to the Director for Contracts Management.
CONTRACT PERIOD
The Successful candidate will sign a two-year Contract with EWSA Director General renewable based on semi-annual performance appraisal in the first year and there after once a year.
