Deloitte Consulting, LLP is
seeking an Intellectual Property Rights Advisor for a multi-year USAID funded
Trade Policy and Customs Project providing support to the Government of
Liberia.

General Summary 

The United States Agency
for International Development (USAID) is administering the program and is
responsible for coordinating, contracting, and financial management. The
threshold program will support efforts to improve trade policy and practices,
specifically in harmonizing tariffs, engaging in regional and global bodies,
and strengthening the regulatory environment. The Government of Liberia (GOL)
recognizes the high cost of cross-border trade is a result of nontariff
barriers, rent-seeking, fraud, and a lack of information. This affects
Liberia’s competitiveness, drives out the poorest from the market, and
discourages returning Liberian entrepreneurs. 

The purpose of this project
is to deliver technical assistance in partnership with the GOL to improve
Liberia’s performance on the policy areas measured by the Trade Policy
indicator. The LTPC Project will support Liberia’s trade policy threshold
program by providing technical support to the GOL in the four areas identified
as needed to increase trade freedom:

(1) Support tariff
harmonization and removing unnecessary non-tariff measures;

(2) Strengthen trade policy
institutions and improving their policies;

(3) Modernize customs
practices; and

(4) Strengthen protection
of intellectual property rights.

The LTPC Project will also
undertake activities to raise awareness of tariff harmonization and other trade
reforms among Liberia’s businesses and consumers in order to ensure better
implementation and greater awareness and impact of these reforms.

Assignment and
Background Information

The objective of the IPR
Advisor is to support the technical delivery of LTPC under Component

3: Strengthen Protection of
Intellectual Property Rights. During the course of this short term
intervention, the IPR Advisor will work with the COP and the DCOP; and other
members of the LTPC team to support the achievement of the following tasks:

Work in conjunction with
the Liberian IPR advisory unit within the Ministry of Commerce and Industry,
(MOCI) and advise on the measures required to enhance the GOL capacity to
implement a robust and sustainable IPR system. Specifically:

1.     
In conjunction with selected counterparts from the IPR advisory unit, develop
and assist with the implementation of an IP policy framework. This to include
support for the finalization of the draft Industrial Property Act.

2.     
In conjunction with selected counterparts from the IPR advisory unit and
members of the LTPC team assist with the prioritization of the recommendations
from the World Intellectual Property Organization, (WIPO), assessment of the
Liberian IPR regime. This to include an implementation plan.

3.     
Assist in the strengthening of the IPR protection unit within the Bureau of
Customs Assessment of current enforcement methods, personnel requirements and
specialist training requirements.

4.     
The consultant in conjunction with the IPR advisory unit and members of the
LTPC team, will create an initial Liberia specific training program on IPR.
This program should be able to be delivered to all involved in IPR issues and
will constitute a base of knowledge to be built upon for those who require more
advanced and specific training.

5.     
In conjunction with the IPR advisory unit and members of the LTPC team,
strengthen judicial understanding of IPR. This to include a base line survey to
gauge the current level and understanding of current cases dealt with and the
development of a future training program for the future needs of GOL.

Level of Effort and
Timing

50 Days.  This is an
initial estimated LOE and as the IPR program progresses we would expect further
targeted intervention and training will be required..

  

Required  

·Advanced degree in Business Administration, Management, Finance/Banking, Corporate
Law, Economics, Political Science, Law or any equivalent combination of
education, experience and training that provides the required knowledge and
skills.

·High level of professionalism and integrity.

·Superb skills in consulting and proven record of results in these domains.

·Excellent interpersonal skills, positive leadership and ability to persuade.

·Dynamism, energy and positive disposition enough to motivate others around
him/her.

·High level of determination, persistence, tenacity, self-control and ability to
work under pressure.

·Superior communication skills, both for writing and oral presentations.

·Excellent public speech skills in English; Fluency in other languages is highly
desirable

·Public sector management experience.

·At least five years’ experience in executive positions in business, education
initiatives, law development programs, and intellectual property growth

·International professional experience as a legal consultant

                 

Preferred

·Project management experience highly desirable

·Knowledge and understanding of current international economic and intellectual
property trends.

·Experience in international business, intellectual property, and/or
international law
