Capacity of local authorities, communities and individuals to address and
mitigate the impact of climate change strengthened, Capacity of communities and
individuals to adapt their livelihoods to climate variability and the impacts
of climate change and to manage disasters increased, Information sharing
between stakeholders on Disaster Risk Management (DRM0 and climate change
adaptation strengthened, The early warning system for climate related disasters
strengthened (low and rapid onset disasters), contribute towards strengthened
disaster risk reduction and climate policy and programmes and delivery
structures of key Government Ministries and Departments
Leads project teams in ensuring that quality standards (SOPs0 are being applied
in all project sectors and activities. She/he will lead the process of
consulting with DISCOVER partners to continuously review standards for
implementation of project activities. The DISCOVER project has lead
organisations for specific sectors and it will his/her responsibility to
discuss with lead organisations how to continuously document lessons being
generated out the approaches and Best practices and share to other partners to
ensure consistency in approaches , ensures that all partners are implementing
all project activities based on set quality standards and will play an advisory
role where partners are not meeting minimum standards of implementation . This
entails a rigorous field level monitoring of projects and providing on site
advice to partners, Undertakes capacity building activities appropriately with
all partner organisations to enhance their project
implementation skills, In accomplishing this responsibility,
she will work closely with specialised staff in such areas as Livestock
production, Irrigation etc etc so that their services are also accessed by
those partners that do not have such specialist skills in the consortium,
constantly monitoring short term project outcomes resulting from implementation
of activities, and evaluating whether the selected set of activities and
approaches are helping the project achieve its objectives, she/he will have the
responsibility of reviewing approaches and activities where the desired
outcomes are not being realised. This requires that she/he develops a
critical mind to question the way the project is being implemented and to some
extent assume the role of an internal technical project auditor, Working with
partners to ensue the detailed planning of the project activities together with
a project team comprising project staff and partners, and following up
on strategic issues with district partners. The planning process
will follow the Work plan Logic Matrix that uses the same approach as the logic
model and log frame model that are use din monitoring and evaluation
planning. S/he will work closely with Project Managers from partner
organisations to produce annual, quarterly workplans using the Work plan time
line matrix. s/he will make sure that all partner organisations are using
workplans as reference documents during implementation of project activities,
Coordinating and linking with other partners and consortiums for the purposes
of learning in order to add value to the implementation of the DISCOVER
programme, S/he will backstop report writing processes to check validity of
data that is being presented to the donor
Masters Degree in the field of agriculture, Extension or Social Development,
Demonstrated knowledge and practice of management issues and at least 5 yrs of
management experience at senior level, Knowledge of financial management is
essential, Practical experience of working in consortium set-up on a programme
that is very comprehensive Experience of coordinating multiple projects
located in different geographical contexts, Knowledge of Carbon
financing/markets, microsolar enterprise, village Savings an d Loans and climate
change Adaptation programmes is essential to this post , Understanding of
operations and practice of both NGO and Govt agencies, Experience of managing
collaborative projects using a consortium model, Experience of managing
sub-grating projects, Understanding of grass-roots decentralisation structure,
advocacy and lobbying, Computer literate, Ability to work collaboratively and
constructively, dialogue with a wide variety of people of
different backgrounds, education levels and professionals, Goo
diplomacy and communication skills, A strong interest and desire to spend more
time with partner organisations while implementing specific component s of the
projects, God team worker and team builder, patient, Ability to work under
pressure and sometimes for long hours, Ability to be innovative and
creative
