VACANCIES ANNOUNCEMENT
The City of Kigali seeks to recruit contractual employee for the following
position
Urban Economics Advisor (1)
Description of Duties
• Mobilizes resources that support the development of CoK, Identifies
appropriate innovative municipal financing strategies, including land based
financing and public-private-partn ip scenarios and providing decision makers
with technical analysis and arguments
• Study the impact of social- economic problems in the CoK like poverty, levels
of crimes, etc on urban development and advise the CoK on urban and economic
policies
• Attracts investors to the CoK via Analyzing the different market forces in
the development of the CoK and advise the City authorities on the appropriate
location of suburbs or firms/ industries and residential areas and what will
precipitate growth of different localized cities
• Study the land use in the CoK and analyze spatial organization of urban
activities and explain to the CoK authorities the land use patterns and advise
on the criteria to determine the prices of land in different areas of the CoK
• Analyze the urban transport system and networks and the general question of
accessibility of different city areas and offer plans on the expansion of such
networks in relation to the land use patterns in the CoK
• Look at the lotal governrr ant taxes and expenditures patterns and advise the
CoK on where/ when/how to invest/allocate best the scarce city resources
• Tracks real estate market and trends in terms of vacancy rates, rent levels
and prices, with special focus in areas where public infrastructure investment
is planned or has taken place
• Helps the CoK to value land and determine its positioning in land development
and infrastructure projects
• Explaining to the CoK the
impact on each of the above on the development of the urban population and the
entire country at large
• And performs any other task as assigned by the supervisor.
Qualifications
• A Master´s Degree in Urban Economics, Economics from a recognized University
with a minimum of 5 years post-qualification experience in ko relevant field in
a large institution and preferably with city authorities.
• Must show proven senior management and leadership capacity to coordinate
members from a multi-disciplinary scale.
• Must have excellent conceptual and analytical skills and able to work towards
team building
• Must have excellent communication and reporting skills
• Must have the capacity to lead a team and to meet deadlines
• Fluency in written and spoken English and a good working knowledge of French
is an added advantage.
