Summary:
The Savannah Accelerated Development Authority (SADA) is an innovative institution designed to lead the transformation of the economy and society of the Northern Ghana Savannah Ecological Zone, and enable this area of Ghana to become a competitive center for food production and allied industrial development for the West African and global market.
Job Purpose:
The Chief Executive Officer is responsible for the efficient and effective organization and management of the Authority and the day–to–day administration of the Authority and its programs.
Main Duties:
* Oversee the vision of the organization and provide leadership that drives the organization’s development
* Oversee and mange all aspects of the day-to-day operations of the Authority, ensuring operations are in sync with strategy;
* With the assistance of the Team leaders of the six functional Divisions, draw up the implementation plans, budget, and programme of activities of the Authority for approval by the Board;
* Provide leadership, strategic direction and coordinate the divisions of the Authority to achieve set targets;
* Develop and administer operational and administrative policies, standards and practices;
* Develop and administer revenue generation activities including fund raising, business development, public private partnership and grants application;
* Develop and administer personnel-related policies and practices. Take a lead role in the development of staff performance objectives and in the evaluation of performance against organizational goals. Provide coaching and counseling, foster a staff culture that supports the Authority’s strategy;
* Develop and administer financial systems and effective internal controls including budget setting and tracking, expenditure approval processes, record keeping and reporting, and the preparation of accurate and timely monthly financial statements;
* Ensure that the Assets of the Authority are safeguarded;
* Ensure that procurement processes and practices are in compliance with the Financial Management Laws of Ghana;
* Perform the Ambassadorial role for the Authority. Lead internal and external communications efforts through active communication to all staff, stakeholders including meetings;
* Establish systems for effective inter-sectoral and inter-agency collaboration and cooperation between SADA and MDAS, RCCs, MMDAs NGOS etc to harmonize NSEZ projects and programmes and services to avoid duplication;
* Provide assistance and information for the Board as requested and perform other duties determined by the Board for the achievement of the objectives of the Authority;
REQUIREMENTS: Qualifications & Experience
* A minimum of a Masters degree in Development studies, social science, Agriculture, Engineering, Finance, Economics and other relevant areas from a recognized university or institution;
* In addition must have attended training and Management Development Programmes and relevant national and international conferences and seminars;
* Fifteen (15) years post qualification experience, seven (7) of which must have been at a senior management level in the public sector, private sector; or international organizations;
* Demonstrated competencies and network with leading development and funding organizations in Ghana and internationally;
* Membership of a recognized professional body will be an added advantage
Other requirements:
* Understanding of the Social-cultural development issues in the NSEZ;
* Knowledge and understanding of relevant laws, regulations, guidelines and administrative best practices related to Development;
* Solid understanding with demonstrated track record for fundraising, business development, grants applications and other development activities;
* Proven experience in negotiating contracts and preparing funding proposals;
* Personal integrity and a collaborative style, capable of building and sustaining productive teams with effective people management skills;
* Strong communication skills both verbal and written.
