Bachelors Degree in
Social Studies or any relevant disciplines combined with substantive (at least
5 yrs) work experience in resource mobilisation including private sector
engagement, Those in possession of Masters in International Development Studies
will have an added advantage, A minimum of 5 yrs of experience in successful
proposal development targeting a variety of donors
Will be responsible for resource mobilisation from institution, bi- and
multilateral, private sector and other donors in order to raise

funds to
strengthen CARE Malawi’s program portfolio, The PBDM will be working under the
supervision of senior management and in collaboration with the Program
Directors, the Technical Support unit and other relevant staff

Ability to coordinate multiple projects simultaneously, work well under
pressure and meet deadlines, Ability to effectively communicate with and
coordinate activities of multiple partners, including field-based staff,
Excellent technical skills in writing, editing, formatting, research,
negotiation, and verbal communications, Attention to detail, Excellent
interpersonal skills, a good sense of humour, Excellent knowledge of the Malawi
development funding environment and nor priorities

Identifying and tracking relevant upcoming funding opportunities – through
advance intelligence gathering, partner relationships, and other available
resources – an inform senior program management, Managing actions for
pre-solicitation proposal preparations and bid planning including: teaming, bid
strategy, development of win-themes, oversight of and contribution to technical
design, drafting management and other sections of the proposal in advance of
the solicitation, Coordinating the development of letters of expression of
interest, concept notes, proposals, etc with the program teams; draft, review
and edit sections where appropriate, Managing major submissions including
development of plans of action; drafting of past performance references and
capacity statements; compilation of administrative and technical supporting
documents; application of internal review/quality control processes,
Representing CARE Malawi’s business development interests
 at relevant meetings, events and within mobilisation or donor-specific
peer networks
