Capital Market Authority (CMA) Finance and Administration Manager Job Vacancy in Kigali, Rwanda

CMA Background & Mission:
The Capital Market Authority (CMA) is a Public
Institution established by the Law N°11/2011 of 18/05/2011 to guide in the
development of a capital market in Rwanda. CMA invites qualified candidates to
fill a vacancy in the position of Finance and Administration Manager.

1. FINANCE
AND ADMINISTRATION MANAGER

Main Duties and Responsibilities:
  • Set up the financial and accounting systems
    and manuals of the Authority (GMA)
  • Prepare and submit monthly and annual
    financial reports to the Ministry of Finance
  • Perform detailed account analysis and month-end
    processing and reporting • Prepare MTEF budget (3 year rolling).
  • Undertake routine bank reconciliations for all
    CMA bank accounts.
  • Ensure financial commitments of the Authority
    follow availability of funds.
  • Prepare funding proposals and present them to
    donors and partner
  • Implementing audit recommendations.
  • Developing I Ill plan, procedures and manuals.
  • Identifying the training needs, developing
    training and induction programs
  • Providing the monthly, quarterly and annual
    activity reports to the CMA f3oard and Ministry of Finance.
Candidate profile
  • Candidates for the post must be a
    professionally qualified accountant with at least 5 years professional
    experience and current membership of a professional accounting body that
    is a member of the International Federation of Accountants (IFAC). He/She
    should be appropriately qualified with a bachelor’s degree in finance,
    accounting or a related field from a recognised university;Having a
    masters degree is an added advantage.
  • Candidates should have at least 5 years
    working experience in a senior management and/or advisory role primarily
    in financial management, but with experience of human resources management
    and procurement gained in public institutions.
  • Candidates should be fluent in written and spoken
    English, have a working knowledge of French and have excellent
    communications and inter-personal skills. Candidates should have proven
    experience in managing teams and be conversant with employment legislation
    in Rwanda.
