(project director) for a 3-year project
funded by various international agencies. The project includes a social-content
radio serial drama addressing issues of reproductive health, contraceptive use,
nutritional diversity, safe motherhood and women’s status.
RESPONSIBILITY:
The country representative (project director) will
direct and implement a multi-faceted behavior change communication project in
Rwanda. The cornerstone of the project is a radio serial drama which will be
broadcast nationwide. The project director will oversee all activities
necessary to develop (write and produce), broadcast, and evaluate the impact of
the radio serial drama project. The project director is expected to coordinate
project activities with national and international health agencies, NG0s,
government Ministries, and other stakeholders and development agencies working
on similar issues addressed by the PMC radio serial drama.

DUTIES AND RESPONSIBILITIES
- Ensure project administration in Rwanda,
including the PMC staff and contract staff. - Manage PMC project activities in the country,
including budgeting and financial management of the program. - Prepare monthly reports on revenues and
expenditures of the program and annual report for the integration of PMC
accounts. - Seek funding for the program, if necessary.
- Prepare technical and financial reports on the
program as requested by the donors. - Ensure the management of contracts.
- Collaborate and coordinate with partner
departments, hosts of radio and television, and health workers. - Contract and supervise the activities of
research structures needed for formative research and evaluation. - Coordinate the dissemination of PMC programs
in the country. - Coordinate training workshops conducted by PMC
in the country. - Facilitate meetings of the Steering Committee
for the project. - Ensure timely delivery of high quality project
products, including the production and distribution of a Sabido-style soap
opera, and advocacy and research. - Coordinate with government ministries, leaders
of media programs, and health workers. - Prepare monthly activity reports and progress
reports to be sent to PMC headquarters. - Ensure that PMC and project donors receive all
the audio files of the series, copies of scripts in the original
languages, plot summaries and summaries of episodes in a timely manner. - Provide PMC headquarters with public relations
materials, such as photographs and success stories on an ongoing basis. - Participate in national and international
meetings PMC necessary. - Have a good knowledge of the areas of
communication, population, and mass media. - Serve as spokesperson for PMC in the country.
QUALIFICATIONS
- Masters’ in Public Health, Communication,
Social Sciences or in a related field. - At least 10 years’ experience in project
management at a senior level, preferably in health or similar field. - Experience in health communication or
communication for development. - Experience with radio programs would be
strongly desired. - Knowledge of the Rwandan health system is a
plus. - Experience with the financial management
system of the United Nations (UNFPA, UNICEF and WFP) would be considered a
plus. - Demonstrable commitment to reproductive health
and related social and health goals. - Good mastery of English, French and
Kinyarwanda.
