The Medical Coordinator, ERT will be responsible to
ensure that medical/clinical services, protocols/guidelines as well as clinical

including equipment and delegates.
The Medical Coordinator will provide subject matter
expertise in the development/upgrading of various kits and modules, as well as
training content and facilitation as required, and contribute to planning,
monitoring and reporting activities of the unit. The coordinator will convene
and work closely with other health professionals and experts in related fields
through working groups and task forces to ensure delivery against the above.

RESPONSIBILITIES:
- Management, review and update of medical and
clinical services components of the field hospital and basic health clinic
- Leads and/or effectuates the review and/or
revision of Emergency Response Unit (ERU) clinical modules and ensures
that the technical specifications of kits and their contents are aligned
with or exceed relevant SPHERE and WHO minimum standards. - Monitors and ensures that the modules are
pre-stocked with materials and equipment that are consistent with and
relevant to the health care services expected within Red Cross ERU
operations. - Contributes to analysis and decision-making
within the ERU Development working group for development/review/upgrade of
kits, equipment, protocols and guidelines related to such specialties as
mother, new-born and child health (MNCH), community health, surgery,
sexual and reproductive health (SRH) and psychosocial and mental health
and others as needed. - Provides subject matter expertise in the
development of the above areas of priority as per CRC strategic directions
and in close collaboration with relevant stakeholders of the unit and
other health advisors. - Contributes to the integration of relevant
medical/clinical content into trainings and related projects. - Support of Canadian Red Cross Field hospitals and
clinics deployment - Provides recommendations on selection of health
delegates as required for the deployment of the field hospital or basic
health clinic, including briefings and debriefings of selected delegates. - Liaises and collaborates with colleagues in the
Emergencies and Recovery team to identify delegates of specific
interest/profile for the roster of the field hospital. - Provides technical support in the form of
identifying relevant tools or guidelines for deploying delegates according
to their Terms of Reference. - Provides technical advice to ERU, Senior Officer
and Logistics, Senior Officer when Health ERU deployments occur to ensure
that ERU configuration matches the Deployment Order and identifies any
additional material needs that may be needed particular to the affected
area, based on information available. - Design, development, and/or adaptation of
relevant evidence-based tools that facilitate the work of the Health ERUs - Produces or updates factsheets, guidelines and/or
manuals that articulate the health care services available within a Health
ERU in order to inform internal (CRC) stakeholders (CRC, ERU Technical WG)
and external stakeholders (DFATD, potential partners, academic bodies,
professional association). - Contributes to the development and revision of
Health ERU training learning objectives and content to reflect any health
care service revisions or materials/equipment updates, and acts as
training facilitator where relevant. - Contributes to the development and revision of
any field-based health in emergencies training learning objectives and
content, and acts as training facilitator where relevant. - Contributes where and when needed as a subject
matter expert to IFRC initiatives related to health in emergencies i.e.
operational tools, learning modules or training content. - Development of clinical training content and
facilitation - As relevant, provides and/or organizes for
facilitation in targeted advanced trainings related to the deployment of
the field hospitals and clinics, which may include field based trainings,
management workshops, and specialized trainings. - Project Management support to the Manager,
Emergency Preparedness - Prepares reports, monitors and evaluates
activities as per CRC commitments and plans (on logical framework and
project management framework, CRC periodic reports). - Revises and contributes feedback on concept notes
or proposals and/or elaborations of program/project implementation plans
(PiPs) for potential programming in emergency settings. - Provides guidance on monitoring and evaluation
related to above programming. - Reviews any reporting/documentation as needed.
- Links programming with lessons learned from
Emergency and Recovery Team (ERT) activities related to Health in
Emergencies.
QUALIFICATIONS
Education and Experience:
- Bachelors or Technical College Degree in medical,
allied health professions, nursing, and/or pharmacy. - 5-8 years experience including 1 to 3 year of
international experience preferable in emergency environments. - Previous Red Cross or similar humanitarian
assistance organization experience a strong advantage, particularly with
the IFRC ERU, FACT, Field Operations, and/or ICRC Rapid Deployment
Mechanism.
Skills:
- Experience in program/project research and
development as well as project management skills. - Proven analytical and problem solving skills, as
well as attention to detail. - Strong proposal writing and reporting skills.
- Strong budgeting skills are an asset.
- Self starter and able to work in an environment
with ambiguity as well as an ability to work with tight deadlines. - Proven ability to be a supportive and productive
team member. - Strong written and oral skills in English and
French (Spanish an asset). - Strong MS Office Word, Excel, PowerPoint skills.
WORKING CONDITIONS
The position will be based in Ottawa, Ontario. The
majority of the work is performed in an environment which is mostly clean and
comfortable. While this is an office based position there may be the need for
domestic or overseas travel to attend conferences, workshops and meetings as
required.
