The
overall goal of ARC’s program in Rwanda is to improve the wellbeing and
self-reliance of the displaced refugee population from DRC and Burundi by
ensuring the provision of basic services (adequate health care & nutrition,
shelter, water, sanitation & hygiene, HIV/AIDS prevention & treatment),
improving food security and enabling economic recovery in six refugee camps
located in Rwanda.

ARC
is looking for an experienced, result driven, innovative and highly
conscientious individual to join its team in the position of Shelter &
Construction Consultant. Based at the site-level, the Shelter &
Construction Consultant is responsible for the planning, implementation, and
monitoring of all activities related to water, sanitation, waste management,
hygiene, construction, rehabilitation, infrastructure maintenance, and
shelter. Reporting to the Site Manager and receiving technical direction
and support from the ARC Rwanda WASH/Construction Technical Advisor, s/he works
towards the goal of ensuring refugees have access to sanitation facilities,
access to shelter, access to camp infrastructure, and proper drainage/roads by
following project work plans and budgets. S/he will also supervise
rehabilitation, construction, and maintenance of public/shared infrastructure
within the camps, including roads, medical facilities, drainage, shared WASH
facilities, camp offices, and other facilities/buildings. This position
is specifically to manage drainage and infrastructure construction activities
in Mahama Camp (Kirehe District), with other duties being possibly assigned as
per overall progress on work plans/schedules for ARC construction and shelter
works. This position is estimated for a 5 month consultancy period,
ending with the completion of drainage and infrastructure works, with
continuation based upon performance and availability of funding.

EDUCATION,
TECHNICAL SKILLS & KNOWLEDGE REQUIRED:

- Minimum
of a Technical degree in Construction, WASH, or related field - Minimum
4 years’ experience in Construction/Infrastructure programming - Direct
experience in developing Construction BoQs, Site management and
supervision required - Demonstrated
strong capacity and experience in program development, proposal &
report writing for humanitarian WASH interventions. - Knowledge
of basic Shelter and WASH standards, including latrine placement,
monitoring water provision - Excellent
organizational, administrative and management skills. - Ability
to prioritize multiple tasks and meet deadlines in a dynamic environment. - Experience
working in protracted refugee situation and/or previous experience in
Rwanda a plus - Experience
in managing and working with a multicultural staff; - Ability
to motivate and counsel staff working in a refugee camp environment - Fluency
in – written and oral – Kinyarwanda and English required. - Computer
literacy (Excel, Word) for managing WASH/Shelter data required
