POSITION TITLE:
Senior Procurement Assistant
RESPONSIBLE TO:
Procurement Manager
Site:
with 10-15% travel to six field sites
Primary
purpose of the position
ARC is looking for
an experienced, result driven, innovative and highly conscientious individual
to work in its Procurement unit and to lead a comprehensive range of
procurement support activities, performing research and analysis, and providing
recommendations to support the efficient and effective procurement services to
its program in the country. The Senior Procurement Assistant (SPA) will work
with the team to improve the performance of all procurement functions to
achieve better service delivery and cost-effectiveness..
Duties and
responsibilities
· Identify, assess
and recommend potential suppliers, and ensure necessary information is
available to support the selection of suppliers while ensuring standard
processes are followed;· Contribute to negotiations with new suppliers on terms
and conditions of orders, with guidance from a Procurement Manager, in order to
ensure ARC obtains the best terms and lowest costs;
· Manage a team of
staff, providing advice, guidance and training, to ensure individual and team
objectives are delivered to agreed standards and deadlines;
· Review and prepare
Purchase Orders, contracts and any supporting documentation for approval by the
appropriate stakeholder;
· Review, amend and
prioritize purchasing requests, and provide recommendations to requisitioners,
to support the procurement of goods and services, at lowest cost to ARC;
· Follow standard
emergency response practices to support ARC to quickly respond and deploy
pharmaceuticals and needed resources to affected areas at the onset of the crisis;
· Provide
operational coordination and guidance, to support procurement projects and
activities following standard processes and contributing to the effective
procurement of goods and services;
· Design, develop
and oversee the maintenance of procurement databases and records, ensuring
accuracy of information, and its available for others to access;
· Liaise with
suppliers and provide solutions to complex escalated issues related to
delivered goods, using self-initiative to ensure timely resolution of problems.
·Analyzeexisting
data and produce substantive reports providing insight and recommendations to
Procurement Manager and enabling informed decision-making;
· Align procurement
activities and processes by collaborating with different departments and ensure
a systematic approach to supporting the program. Any other duties as required.
Desired
experiences for entry into the role:
· Experience with
procurement activities (purchasing, vendor research, etc.).
· Experience
coordinating with suppliers (e.g. retailers, wholesalers and traders).
· Demonstrated
experience coordinating procurement processes with other units/ teams (e.g.,
logistics)
· Experience
supervising teams
Qualifications,
technical skills knowledge required:
Education:
· University Degree
in a related field required (Operations Management, Business administration,
Humanitarian Logistics etc.), or Completion of secondary school education with
a Post-secondary paraprofessional training or certification in Procurement or other
related field;
· Continuous
education and specialized trainings in procurement and logistics management;
· Skills and
knowledge in the design and use of Information Management Systems (IMS);
Language;
· Fluency (level C)
in English language and the duty station’s language, if different;
Experience:
· Minimum of 2 years
of procurement operations and experience with humanitarian or development
programs at the international level in diverse settings;
· Good experience
and technical skills in supply chain management and asset management;
· Knowledge of
donor’s procurement policies (US Gov, UNHCR etc.);
