OF REFERENCE FOR TRAINING CARE GIVERS ON EARLY CHILDHOOD DEVELOPMENT
AND BACKGROUND
a country programme of ActionAid International, an anti-poverty agency giving assistance
to poor people and communities. ActionAid is a non-partisan, non-religious
development organization that has been working in Rwanda as a full country
programme since 1997 to eradicate poverty with focus on tackling the root
causes of poverty rather than just meeting people’s immediate needs. Actionaid
Rwanda intervenes in domains of rights whereas Right to Education;
Women’s Rights and Right to Food.
Actionaid Rwanda operates in 5 districts of Nyanza in (Busasamana, Rwabicuma
and Mukingo sectors); Gisagara in (Gishubi, Muganza and Kibirizi Sectors);
Nyaruguru in (Ruheru sector); Musanze in (Shingiro and Muko sectors) and
Karongi in (Gitesi and Murundi sectors).
AAIR to achieve its ambitions of seeing happy, healthy young children progressing
on to quality primary education in Rwanda mobilised funds to invest in their
early childhood development now. It is in this regard
constructed a new fully equipped ECD centres in Murundi sector, Karongi
district, Western Province which will enable 150 marginalised children between
the ages of three and six to learn and play in a safe environment with
nutritious food to give them a better start in life. Importantly, it will also
combine this with activities to support families to farm more productively and
increase their yields so that they can support their families properly.
General objective of the training is to support 78 local community members to
run the center effectively and meet children’s development needs
Specific Objectives:
1. Provide 5 days training package on early childhood development and
psychology, children’s hygiene and nutrition, effective mental and physical
stimulation for young children, center management and lesson planning skills to
ensure the Centre provide best serves children’s needs, to 14 Centre workers
and four community health workers, sector staff in charge of education and LRP
staff.
2. To equip ECD workers, ECD committee, health mobilisers, Sector staff and LRP
staffs with knowledge and skills in setting up Early Childcare centers and how
to take care of young children at childcare centers focusing on its impact in
reducing hours that women spend on unpaid care work. Enable 150 marginalized
children between the ages of three and six to learn and play in a safe
environment with nutritious food to give them a better start in life
3. To produce a guide/or module, based on childcare centers principles and
methodologies, which trained women will use in implementing the skills and
knowledge acquired and also use it in sensitizing the community to
participate in setting up child care centers.
Requirements for consultant
1. Consultant will share a training module two days before
the training
2. The Consultant in consultation with the LRP Manager will
be responsible for carrying out all training related activities
3. Develop a training programme including participatory
methodologies, training materials, procedures to be shared with LRPM two days
before the training.
4. Submit a training report to LRPM after five days of
training.
5. Consultant will be responsible for her/his transport,
meals and accommodation fees while the training.
6. Support from AAIR
1. LRPM is responsible for preparing and arranging training
venue, materials, meals, transport and accommodation for participants
2. Make inputs into training programme and proposed materials
before finalization
3. Provide relevant literature on project outcomes more
specifically on early child care centers.
4. photocopying and distributing of training materials to all
participants
7. Expected Output and Deliverables
1. ECD workers, ECD Committee, health mobilizers, LRP
staff and sector staff deeply understand how to set up childcare centers
2. 14 trained people able to set up early childcare
centers and also able to take care of young children at child care centers
3. A module/or guide on setting up of early child care
centers is developed
4. Training report is submitted to LRPM
8. Required competencies
1. Bachelor or advanced degree in Education
2. Solid experience in early child education with relevant
background in conducting related trainings
3. Ability to communicate ideas in a manner conducive to
their practical application and comfortable working as part of a team to add
value to collective results
4. Prior experience in preparation of training packages
related to the above subject will be an added advantage
5. Fluency in English and Kinyarwanda is required
9. Duration
The training expected to take place in Karongi District for a period of 5 days
of the second week of November 2015.
10. Proposal submission
Interested candidates should submit their training proposals in English not
later than 29th October 2015 to Actionaid Head Office near Amahoro
National stadium to the road towards Giporoso, the white building next to RSSB
building with RGB and ZIGAMA CSS. The proposal should include the following
elements:
• Proposed methodology
• Detailed schedule and work plan
• CV and relevant experience
• Bachelor’s degree certificate in Education
• Proof of experience in early childhood education
• Financial proposal (rates per day)
