ActionAid Rwanda,TOR for the Construction Supervision and Management

TERMS
OF REFERENCE FOR THE CONSTRUCTION SUPERVISION AND MANAGEMENT 
ActionAid
Rwanda is currently seeking to contract a construction firm/company/individual
that has experience reviewing DAO and supervising construction works on site.
The engineer will be expected to carry out 2 assignments as follow:
  • Production
    of tender documents:
 Visit
construction site in Nyanza, Gisagara, Nyaruguru, Karongi and Musanze
Districts,
Review
and adjust the existing DAO and tender documents based on the site visit,
desirable building design and dimensions.

  • Supervise
    the construction activities of all constructions of commissioned by
    ActionAid Rwanda in the above mentioned Districts.
This
will include the provision of technical advice to the constructing company, provide
progress reports, assure the quality of each stage of construction (foundation,
elevation, roofing and finishing) and give recommendations at every stage so
that payments can be issued by ActionAid Rwanda.
Purpose
for supervision duration and a summary of the expected deliverables
The
company/firm/individual will be required to offer quality control services on
the construction by ensuring the following tasks are adhered to;
  • Develop
    a system of efficient quality control on construction cost Vis a Vis of
    the expected.
  • Prepare
    weekly progress reports highlighting actual and potential problems that
    need urgent decisions including contractual changes and /or likely
    deviations from overall timing and costing plans;
  • Make
    recommendations to ActionAid Rwanda or Constructor relating to the
    execution and progress of the work, such as payment requests (invoicing),
    variation orders, contract time extensions and suspensions, including
    interpretation of the Contract between the two parties.
  • Inspect
    and examine the actual construction of the project.
  • Closely
    monitor the time frame of the project implementation/contract management
    and ensure that the project is implemented in accordance with the plans
    and specifications.
  • During
    such project visits and on the basis of the company/firm/individual
    observations shall keep ActionAid Rwanda informed of defects and
    deficiencies in the work of CONTRACTORS and shall condemn work found
    failing to conform to the Contract Documents.
  • Certify
    work accomplished and the Constructor’s payment application with reference
    to the updated final cost estimate;
  • Determine,
    together with the authorized representative of ActionAid Rwanda, the
    assurance of corresponding approval for Payments based on their
    observations and the constructor’s application for Payment, for the
    consideration of ActionAid Rwanda. These approvals will constitute a
    certification that the work has progressed to the stage indicated and that
    to their best knowledge and inspection, the quality of the work performed
    by the Constructor is in accordance with the Construction Contract
    Documents. The company/Firm/Individual and the ActionAid’s representative
    shall conduct the necessary inspection to determine the date of
    substantial and final completion of construction and thereby issue the
    final certificate of payment to the Constructor;
  • Assist
    in the technical and legal handing over process, guarantee and maintenance
    control, final payment and preparation of the project completion report;
The
file should contain the following
:
  • The
    application letter
  • Expression
    of interest Statement by the consultant specifying his/her nationality and
    confirming that those who will actually perform the service are registered
    professionals authorized by the appropriate regulatory body to practice those
    professions and allied professions;
  • Notified
    Tax clearance from RRA and RSSB
  • Notified
    Registration Certificate under RPPA
  • 5
    Notified completion certificates of similar assignments with traceable
    contacts addresses.
  • Financial
    proposal including the cost for Site visit and revision of existing tender
    documents to fit with the desired dimensions of supervision and
    construction activities.
  • Notified
    academic certificates and CV for the staff.
  • Notified
    Registration certificate from a known authorizing government body
ELIGIBILITY
REQUIREMENTS:
  • 5
    years licensed architectural and engineering construction management
    experience with at least 3 years in similar assignments.
  • Must
    have at least worked with Government Agency and NGOs.
  • Submission
    of all required documents as specified above
  • Having
    a reasonable financial proposal
