Abt Associates Human Resources for Health (HRH) Specialist Job Vacancy in Lilongwe, Malawi

Abt
Associates, Inc. is recruiting for a qualified professional to fill the
position of Human Resources for Health (HRH) Specialist, on the USAID-funded
Malawi Health Policy and Systems Strengthening (HPSS) project, based in
Lilongwe. HPSS is a 5-year project designed to provide technical support to
Malawi’s Ministry of Health (MOH) to help improve policies, management and
leadership, and fiscal responsibility, in a collaborative effort to strengthen
Malawi’s health care system. The HRH Specialist will work under the guidance of
the Chief of Party to lead technical support to the MOH for strengthening human
resources management systems.
SPECIFIC
RESPONSIBILITIES:
  • Provide
    technical leadership to support the Ministry of Health to plan, develop
    and support the HRH workforce in Malawi.
  • Lead activities
    that guide the Ministry of Health to generate workforce information, apply
    workforce data to strengthen HRH policies and practice, and utilize
    innovative approaches to strengthen the workforce.
  • Develop and
    utilize participatory techniques, real-world case studies and group work
    to build the capacity of Ministry of Health staff to improve recruitment,
    optimize performance, and strengthen retention of the workforce.
  • Build the
    capacity of HPSS coaches working at District level to support district
    health management teams in developing the district’s workforce through
    in-service training, supportive supervision, and interventions that
    improve distribution and retention.
  • Oversee project
    activities in targeted USAID districts to strengthen HRH policies and
    practices.
  • In collaboration
    with other HPSS staff, develop scopes of work and workplans that clearly
    identify short and long-range achievable, sustainable activities geared at
    achieving both general and specific project objectives.
  • Identify technical
    assistance expertise (local & international) required to achieve
    results related to HRH activities on the project.
  • Provide
    technical review from design of an activity to final technical product.
  • Keep informed
    and collaborate with health implementing partners, international donors
    and cooperating agencies on issues related to HRH; collaborate closely
    with HPSS partner staff working to strengthen management and leadership at
    all levels of the health system.
  • Represent the
    project on the MOH’s HRH Technical Working Group
  • Other duties as
    assigned
Skills/Knowledge Required:
  • Minimum of a
    Master’s degree in a relevant discipline.
  • Minimum of 6+
    years of related work experience.
  • Demonstrated
    expertise in providing technical leadership in health workforce planning
    & management in decentralized health systems.
  • Demonstrated
    expertise in supportive supervision, health policy advocacy and/or
    management and leadership strengthening is desired.
  • Demonstrated
    ability to lead multidisciplinary, multicultural teams and monitor efforts
    at the national, subnational and local levels.
  • Demonstrated
    ability to engage and work with stakeholders at all system levels
  • A proven,
    successful record of achieving results, preferably in a difficult working
    environment
  • Excellent
    writing, computer, management and organizational skills.
  • Experience in
    implementing donor-funded projects in Malawi is preferred
  • Fluency in
    English required, language skills in Chichewa, and other languages of
    Malawi highly preferred.
