Kigali International Arbitration Centre (KIAC) Secretary General and Registrar Jobs Vacancies in Rwanda

VACANCY ANNOUNCEMENT
The Kigali
International Arbitration Centre (KIAC) is a centre created in 2011 by the Law
N°51/2010 of 10/01/2010 with among other attributions:
  • To promote the resolution of
    disputes by arbitration and alternative dispute resolution;
  • To provide facilities and
    assistance necessary for the conduct of domestic and international
    arbitration;
  • To encourage domestic arbitration
    as a means of settling commercial and business disputes;
  • To advise the government on
    matters related to arbitration;
The KIAC will be
operational in January 2012 and it is being initiated by the Private Sector
Federation (PSF). It is in this regards that PSF is inviting candidates to
apply for two senior positions namely, Secretary General and Registrar.
A.  
 Secretary General

I.
Duties and responsibilities

(1) The Secretary
General shall be the principal executive officer of the Centre and shall:
  • coordinate and direct the daily
    activities of the Centre
  • Be the Secretary to the Board;
  • execute the budget and manage the
    property of the Centre
  • ensure the management of the
    personnel of the Centre in accordance with law
  • Keep the records of the Centre;
  • Prepare action plan and the budget
    of the centre;
  • Represent the Centre in all legal
    matters; and
  • Perform such other duties as the
    Centre or the Board may require and which is within the mission of the
    centre.
(2)  
 The Secretary General shall attend all the meetings of the Centre and the
Board but shall not be entitled to vote in such meetings.
II.
Candidate profile

1)  
 Minimum bachelor’s degree (LLB). A Master’s degree in Business law;
commercial law; arbitration law or master`s in business administration with
legal knowledge or related fields will be an added advantage.
2)    7 years relevant work experience after the degree, of
which at least 4 years at senior managerial level with a demonstrated
experience in legal & policy analysis and formulation.
3)    Demonstrated knowledge in arbitration and other
alternative dispute resolution mechanisms.
4)    Successful at establishing internal and external
relationships, building trust, and inspiring others;
5)    Professional experience in matters relating to
International or domestic arbitration, conciliation and settlement of disputes,
International trade, commerce, industry, investment or corporate legal affairs;
6)    Person of high integrity without any past criminal
records.
7)    Expertise of both common and civil law as well as the
Rwandan Judicial system;
8)    Excellent knowledge of English and working knowledge of
French and Kinyarwanda;
9)    Conversant with  EAC/COMESA law;
10)    No disciplinary misconduct.

B. Registrar

I.
Duties and responsibility

1)  
 Receiving the claimant`s  request for arbitration
2)    Receiving respondent`s written response to the request;
3)    Advising arbitration users on different arbitration
methods;
4)    Contact appointed arbitrator (s);
5)    Facilitating communication and exchange of documents 
between parties themselves and  between them and the arbitral tribunal;
6)    Facilitating the formation of the arbitral tribunal;
7)    Facilitating the appointment of a secretary if requested
by arbitrators and accepted by parties;
8)    Facilitating parties to find an arbitration venue (room);
9)    Ensure that the caseload is managed properly and in
accordance with the Centre’s rules;
10)    Checking that the requests meet all the requirements
including administration fees
11)    Direct parties on payment of arbitration costs as well as
deposits;
12)    Collect the arbitral award from arbitrator(s) make it
appended of the executory stamp;
13)    Any other duty allocated by the immediate supervisor
II.  
 Candidate profile

1)  
 A bachelor`s degree in law, a Master`s degree in business/commercial law
or in arbitration law  will  be an added value.
2)    Experience of at least 2 years  for a master`s
degree  in law holder and 7 years of a bachelor`s degree holder as a court
clerk or in a legal field with arbitration knowledge and skills ;
3)    Exposure to arbitration (course or trainings);
4)    Demonstrated proficiency in Word, Outlook, and other
computer software
5)    Well organized with attention to details ;
6)    Demonstrated ability to read and interpret documents of
varying type and complexity for completeness, adequacy, accuracy and compliance
with rules;
7)    Demonstrated proficiency in customer service;
8)    Demonstrated ability to be team oriented and work
cooperatively while maintaining a positive attitude.
9)    Excellent knowledge of English and working knowledge of
French and Kinyarwanda;

The interested candidates who fulfil the above requirements should submit their

criminal record (extrait du casier Judiciaire) and Curriculum Vitae with 3
references. to the Chairman of the Kigali International Arbitration Center.

Gikondo.
The deadline for the
submission of applications is Friday Tuesday 11th January 2011 at 5:pm
Only shortlisted
candidates will be called for interviews not later than 15th January 2012.
