Responsible For: Health programme Coordinator, Education Programme Manager, FIM (social protection) and Nutrition Programme Managers

Job Purpose:
Manage and develop the CWR programmes in agriculture to nutrition, maternal and new-born health in rural Rwanda, and Unleashing the Productive Capacity of the Extreme Poor for Sustainable Graduation . S/he will ensure that programmes are implemented and monitored effectively for improving the measurement of impact. As a member of the Senior Management Team, the ACD-P will ensures the effective and professional management of the donor grants that fund the county; ensuring compliance with CW’s organizational procedures, policies.

Main Duties & Responsibilities:
Programme Development and Management
1. Facilitate high quality programme development process through project concept notes, proposals etc., and by ensuring adherence to Concern Worldwide PCM guide.
2. Contribute to developing innovative programmes that will contribute to lifting people out of poverty and increase their capacity to withstand shocks and stresses.
3. Lead the development of a results framework for all programmes and ensure its implementation.
4. Ensure that programmes are managed to high a standard in four Districts (Huye, Gisagara, Nyaruguru and Nyamagabe)
5. Facilitate programme annual review and organise mid-term reviews and final evaluations in line with the organisation’s and donors’ requirements.
6. Produce monthly, quarterly and annual programme progress reports timely and to a high standard.
7. Encourage joint planning and monitoring among programmes and facilitate increased linkages and integration, particularly with Irish Aid funded programmes.
8. Lead the mainstreaming of cross cutting issues (equality, DRR, RBA and HIV and AIDS) in programmes.
9. By working with the ACD Systems and Country Accountant, and in consultation with partners ensure that the latter use financial grants from Concern according to the agreement, activity plan and budget.
10. Ensure that programmes are implemented as per approved plan and budget.
11. Ensure that programme budgets are prepared accurately, revised timely and expenditures are monitored regularly.
12. In collaboration with finance, ensure that partners’ financial management systems and expenditure are consistent with agreed procedure and standard acceptable practices.
13. By collaborating with the Core Management Team, Senior Programme Managers, HR Manager and partners, ensure compliance with and roll out of Concern’s Programme Participants Protection Policy (P4) and Humanitarian Accountability Partnership (HAP) standards
14. Assist the Country Director in coordinating and managing country strategic issues through involvement in decision making at the Core Management Team Meeting and other CWR forums.

Learning
1. Take initiative and interest to understand Government of Rwanda policies, strategies, programmes and implementation modalities. Understanding of the context is important to add value to CWR efforts.
2. Ensure that best practices and lessons learned from programmes are documented and are timely shared internally and externally.
3. Facilitate lessons and experience sharing between CWR and partners
4. Disseminate information on best programme practices internally in the spirit of continual learning
5. Ensure that programme staff have a very good understanding of the GOR development strategic framework
6. Facilitate and jointly plan trainings for partners
7. Assist programme staff to improve their negotiation, facilitation, monitoring and report writing skills

Staff Management
1. Actively contribute to maintaining a strong and committed team of programme staff
2. Ensure that programme staff are adhering to Concern Worldwide policies and procedures
3. Assist programme managers to develop their skills and competencies through the PDR process
4. Ensure that all programmes staff and partners are aware of and are complying with the Programme Participant Protection Policy and Anti Fraud Policy

Representation As agreed with the CD:
1. Represent Concern Worldwide Rwanda at local and national level
2. Liaise with other development actors and networks
3. Contribute to policy dialogue with the GOR at various forums

PERSON SPECIFICATION ESSENTIAL
Education, Qualifications & Experience Required:
• Programme management experience of at least five years in a development context in Concern or with other reputable INGOs
• Practical experience in participatory development approaches, facilitation, capacity building and building effective teams to work
• Technical skills in Sustainable Livelihoods: agriculture/ agricultural economics/ public and environmental health/ education, equality, risk and vulnerability
• Field research especially in participatory impact assessment for outcome level PM&E
• Experience of programme development, the project management cycle and participatory planning methodologies, including distance management
• Understanding and application of PRA/RBA, working with partners, gender equality programming, and DRR
• Master Degree in Development Studies or related discipline
• Excellent oral and written communication skills in English
• Demonstrable proposal and report writing experience
• Budget management experience
• Staff management skills
• Understanding of community mobilization and participatory methodologies DESIRABLE Education,
