People and Culture Manager Job Vacancy in Rwanda

Our client is a Christian, Child focused, Humanitarian, Development, Relief and Advocacy Non-governmental Organization and is seeking to recruit result driven and motivated individuals for the vacancy above;

Job Objective:
To be responsible for managing the Human Resources operations by making sure that HR policies, procedures and initiatives are implemented across the NGO’s program as per the department strategy.

Duties and Responsibilities:
• Serve as business partner to line managers for HR related issues (performance management, workforce planning, recruitment, staff development, etc)
• Make sure that all staffing needs are met in to respect to the recruitment policy and the workforce plan across the program.
• Provide HR technical support to the Zonal Coordinator
• Provide support to line managers in conducting staff development and orientation
• Ensuring that HR policies and tools are disseminated to all staff at every level by developing internal communication strategies and processes to keep programs and zones informed
• Responsible for the induction and enrollment of new staff especially at the head-office level
• Work with HR legal advisor in regards employee contract, employment issues, disciplinary actions and employee relation issues in general
• Ensure that policies including Child protection and Disclosure/conflict of interest are read, understood and signed by all new staff
• Responsible of employee of auditing employee against the check-list to make sure all they are up to date
• Work with P&C assistant to develop a filing system and facilitate filing of all relevant staff documents
• Work with the P&C assistant to prepare all necessary staff correspondences: response letters, disciplinary letters
• Facilitate implementation of an effective health insurance scheme for all staff and manage the implementation of the staff wellness program (SALTI)
• Develop internal communication systems and processes to keep projects, programs, and/or Departments informed on critical issues, policies and procedures
• Serve as Change Agent by proposing innovative initiative changes; improved policies and Procedures, process changes; methods and ways work gets done and cultural changes
• Ensure that NGO compensation and benefits system is competitive to be able to attract high talented staff through periodic market salary survey

Qualifications and Skills:
• Degree in Management, Social sciences or relevant field
• 3 years experience in a similar role with a comparable organization or company. .
• Requires confidentiality, cross-cultural experience, understanding and sensitivity.
• Must have a clear understanding of the Labour law
• Requires excellent interpersonal, written and oral communication skills
• Requires English fluency, both written and spoken
• Must have knowledge of HR policies
• Should be sociable, able to interact with all people
