Terms of reference for the recruitment
of a programme manager for “Support to the development and implementation
of a green growth and economy approach to Rwanda’s economic
transformation”
Context and Justification
The Rwanda national strategy for Green
Growth and Climate Resilience has significantly influenced the inclusion of t

he
“Green Economy Approach” as a priority of EDPRS II (2013- 2018) under
the Economic Transformation thematic area. The main objective of the Economic
Transformation thematic area is to propose an ambitious, prioritised and
coherent cross-sectoral strategy to sustain rapid growth and facilitate
Rwanda’s process of economic transformation to meet revised targets in the
context of Vision 2020. The Government of Rwanda identified the need to pursue
a green economy approach to economic transformation by reducing economic costs
through going ‘green’ and exploiting new ‘green’ economic opportunities.

The Government of Rwanda and One United
Nations — Rwanda are embarking on a flagship programme entitled “Support
to the development and implementation of a green growth and economy approach to
Rwanda’s economic transformation”, which will support Rwanda to put in
place improved systems for sustainable management of the environment, natural
resources and renewable energy resources and energy access, to achieve greater
environmental and climate change resilience by:
  • Supporting
    sustainable urbanisation with a clear focus on resiliency and green
    growth;
  • Supporting
    the scaling up of renewable energy, energy efficiency and energy access;
  • Supporting
    the Government in facilitating an increased level of public and private
    investment in sustainable environment and natural resource management and
    climate change;
  • Strengthening
    sectoral capacity to develop and/or acquire appropriate technologies and
    skills for resource efficiency and cleaner production; and
  • Strengthening
    the capacity of national and local institutions to reduce carbon foot
    print in human settlement through the planning and implementation of green
    cities and Villages
  • The
    establishment of a centre of excellence on climate change related matter.
In this regard therefore, MINIRENA,
wishes to recruit a Programme Manager for “Support to the development and
implementation of a green growth and economy approach to Rwanda’s economic
transformation” who will have overall responsibility of technical,
programmatic, and administrative support to the different components of the
Programme, including coordinating all related activities and resources in
support of the project planning, implementation, monitoring and evaluation. In
order to ensure the quality and relevance of all project documents, decisions,
activities, implementation arrangements, and deadlines, the Programme Manager
will report directly to the Permanent Secretary/MINIRENA, and will liaise
closely with UN project managers/focal points on a regular basis, SPIU/MINIRENA
as well as other Project activities implementers and beneficiaries. Project
beneficiaries include the main implementing partners who include MINIRENA (and
affiliated agencies), MININFRA, MINICOM MINEDUC, MINECOFIN, and others.
UN support for the Joint Programme will
be led by the United Nations Development Programme (UNDP) as the Administrative
Agent (AA) of the One-UN Fund. Other supporting UN agencies include the United
Nations Environment Programme (UNEP), the United Nations Economic Commission
for Africa (UNECA), the United Nations Human Settlements Programme
(UN-HABITAT), the United Nations Industrial Development Organization (UNIDO),
the Food and Agriculture Organization (FAO), the World Health Organization
(WHO), the United Nations Education, Scientific and Cultural Organization
(UNESCO) and the United Nations Conference on Trade and Development (UNCTAD).
Major Duties and Responsibilities
The Programme Manger will carry out the
following duties and responsibilities:
  • Ensure
    the day to day management of the programme in consultation with
    implementation institutions and participating UN agencies according to the
    implementation plans (quarterly, annual plans, programme document) for
    each component and according to applicable rules and regulations;
  • Ensure
    that the programme outputs are effectively achieved and all planned
    activities are implemented according to allocated budget and schedule as
    identified in the programme document and as agreed or instructed by the
    programme management structure such as the Steering Committee and the
    Programme Assurance technical team;
  • Review
    and consolidate quarterly and annual work plans by liaising with
    implementation partners and supporting UN agencies;
  • Prepare
    and submit consolidated programme reports (narrative and financial) to the
    chair of the programme steering committee (MINIRENA) on a quarterly and annual
    basis;
  • Facilitate
    Communications flow and information sharing between the one UN and
    implementing partners on project implementation, share success stories and
    best practices with various institutions involved in the programme;
  • Organise
    and participate in the steering committee and programme assurance
    technical meetings, produce minutes of the meetings and ensure proper and
    timely follow-up on recommendations of the meetings;
  • Coordinate
    the planning and organization of workshops and meetings, joint field
    visits, research studies or other activities related to the implementation
    of the programme;
  • Perform
    any other duties, relevant to the programme, as required;
Qualifications and Competencies
Nationality
The post is only open to Rwandan
national
Education
Advanced (Master’s) university degree
in project management, Management, Economics, Finance, Environmental Economics,
Public Administration, Business Administration, Development Studies,
Environmental and Natural resources Sciences or related studies.
Experience
A minimum of 5 years of professional
experience in project/programme management, capacity building, project
management in government, private or international development organisations;
Languages
Full proficiency in English. Working
knowledge of French is an added advantage.
Analytical/writing skills
Demonstrated knowledge and experience
in analyzing and interpreting complicated data and information, presenting
data, and writing analytical reports. Sound policy understanding and analysis
of the development and sustainability.
Computer skills Advanced computer
skills; excellent knowledge of MS Word, Excel, PowerPoint
Communication skills
Demonstrated ability to communicate
effectively and to establish harmonious and effective working relationships
with colleagues and stakeholders
Capacity to work under pressure and
tight deadlines if necessary and being ready to start the work immediately is
highly appreciated.
Duration
This is a three-year contract with
annual performance appraisal
