 ENTITIES DEVELOPMENT AGENCY (LODA)
STAFF RECRUITMENT NOTICE 
The Local Administrative Entities
Development Agency (LODA) is a Government Agency under the supervision of
MINALOC. It was established by law n°62/2013 of 27/08/2013 establishing the
Local Administrative Entities Development Agency (LODA) and determining its
mission, organization and functioning. LODA was established to coordinate the
local development interventions of the local government’s entities focusing

on
the Local Economic Development, Social Protection, Capacity Building of local
administrative entities within the scope of LODA mission, and monitoring and
evaluation of implementation process and programs in Local Administrative
Entities with the view of contributing to the capacity building of population
and decentralized entities as well as reducing extreme poverty in the country.

In the process of fulfilling the Local
Administrative Entities Development Agency (LODA)’s organizational structure as
stipulated by the law establishing it, LODA hereby invites competent candidates
who meet the requirements as stated below to apply for the following posts:
1.           
Position: Financial Services Officer (1)
1.1. Key responsibilities:
-Ensure technical quality assurance of
Financial Services implemented activities.
-Advise in the selection process of
subprojects and beneficiaries in accordance with Financial Services procedure
manual;
-Analyse requests and documents
required for transfer of Funds allocated to Financial Services activities
-Ensure timely transfers of funds to
local government as well as payments of beneficiaries.
-Enforce the strategies enhancing
Financial Services beneficiaries graduation;
-Ensure compliance of Financial
Services activities with the environmental rules and regulations
-Contribute to the coaching of loan
committees, Financial literacy of
  beneficiaries as well as to loan
recovery initiatives
-Ensure and prepare periodical and
situational Reports of Financial
  Services component to the Director
of VUP unit.
-Advise and ensure continuous update of
the MIS information system
1.2. Required Qualification:
A0 in Economics, Management, Business
Administration, Accounting or in Finance.
2. Position: Accountant (1)
2.1. Key responsibilities:
– Maintain books of account;
– Recording appropriate entries into
the books of account on the basis of
  the documents provided by
the financial manager;
– Producing periodically the accounting
situation of LODA assets;
– Preparing monthly bank reconciliation
statements;
– Keeping records on revenue and
expenditures of LODA;
– Preparing and consolidating periodic
financial reports of LODA in
 accordance with public finance
management regulations,
– Preparing monthly management
accounting information;
 -Prepare and effect
payment    
                                                                       
  2.2. Required Qualification:
-Accounting Professional Qualification
 recognized  by IFAC (ACCA, CPA) or A0 Finance, Accounting,
   Management specialized in Finance/Accounting

the capacities to undertake the tasks, curriculum vitae. copy of National ID
