Women’s Network is a Non-Governmental Organization that came into existence in
1997 dedicated to promoting and strengthening strategies that empower Rwandan
women.
RWN’s
mission is to work towards the improvement of the socio-e

conomic welfare of
women in Rwanda through enhancing their efforts to meet their basic needs and
this is done through five core programs i.e. health Care and Support,
education and knowledge sharing; socio-economic empowerment; GBV Prevention and
Response and governance and leadership
.

Rwanda
Women’s Network (RWN) with the support of Ministry of Gender and Family
Promotion (MIGEPROF) and in collaboration with CARE Rwanda and RWAMREC has
engaged in a partnership to implement the “Community Gender Based Violence
Prevention Project”
for 10 months (May 2017 – February 2018). The program
goal is “Rwandan communities free themselves from GBV through social change
and an enabling environment”.
The
project will work at two levels namely at the grass roots (village level) where
couples training will happen with RWAMREC leading the implementation of this
work. RWN on the other hand will lead the work at the sector & district
levels where activities will be aiming at creating a conducive environment for
GBV prevention by engaging Opinion Leaders and creation of Women’s Spaces. The
two levels will work complementarily.
Geographically,
the project will cover Districts of the Eastern Province i.e. Nyagatare,
Gatsibo, Kirehe and Ngoma in 8 Sectors.
In
line with the above RWN is seeking to recruit the following staff for the
coordination and implementation of the project.

POSITION
SUMMARY:
The
M&E Officer coordinates the project monitoring, evaluation and reporting
systems and provides technical assistance to project staff as well as
management on ongoing monitoring, periodic review, and occasional evaluation
within the project. Also leads planning and implementation of M&E activities
for the “Community Gender Based Violence Prevention” Project.
KEY
RESPONSIBILITIES:
  1. Ensure
    the existence of an up-to-date M&E plan for the Project, and oversee
    its implementation for appropriate, high-quality, and timely monitoring,
    review, evaluation and reporting.
  2. In
    collaboration with the Program Officer, ensure that the M&E project
    activities adhere to the project work plan and contractual requirements of
    the funding partners.
  3. Work
    with local partners to support the correct implementation and use of
    monitoring and evaluation tools, and adherence to complete, correct and
    timely reporting.
  4. Provide
    direct technical assistance and capacity building in the design and
    implementation of the Project M&E and reporting system and tools.
  5. Help
    design and participate in Project assessments, operations research and
    evaluation exercises.
CONTRIBUTIONS:
  1. Ensure
    the delivery of project objectives, overall management, coordination,
    supervision and implementation of the  “Community Gender Based
    Violence Prevention Project”
  2. Participate
    in the design of data collection tools (hard and soft).
  3. Represent
    RWN in meetings; and may make presentations at professional meetings and
    conferences related to RWN’s work.
  4. Remain
    informed of current issues regarding Monitoring and Evaluation of programs
    in the gender and GBV fields; be alert to any implication of such research
    for project and program activities.
  5. Perform
    other related duties, as assigned.
KNOWLEDGE,
SKILLS AND ABILITIES:
  • Knowledge
    of the principles of Performance Assessment and experience in
    project-level and / or organizational-level M&E system design and
    implementation.
  • Experience
    in the gender and GBV programming, in particular within the context of
    Rwanda.
  • Sensitivity
    to gender issues & differences and understanding of the political and
    ethical issues surrounding gender and anti GBV work.
  • Relevant
    computer software skills, especially MS Excel, MS Word, MS Access,
    EpiInfo, SPSS, STATA and/or SAS.
  • Ability
    to work independently with minimal supervision and to prioritize tasks.
  • Ability
    to work well with others and to develop and maintain compatibility among
    project staff and other stakeholders.
  • Verbal,
    written, organizational and analytical skills.
  • Fluent
    in Kinyarwanda, English or French;
