PURPOSE

Plan
International is an independent development and humanitarian organization that
advances children’s rights and equality for girls. We believe in the power and
potential of every child. But this is often suppressed by poverty, violence,
exclusion and discrimination. And its girls who are most affected.

together with children, young people, our supporters and partners in more than
70 countries across Africa, Asia and the Americas, Plan’s International’s

equality of girls. As a leader in the global movement for girls’ rights, a 5
Year Global Strategy (2017-22) sets our ambition to together, take action so
that 100 million girls learn, lead, decide and thrive. Have focused programming
and evidenced based influencing and value based and mission driven leadership
are two (2) of the four (4) enablers to make this happen. We support children’s
rights from birth until they reach adulthood. And we enable children to prepare
for – and respond to – crises and adversity. We drive changes in practice and
policy at local, national and global levels using our reach, experience and
knowledge.
Plan
aims to reach as many children as possible, particularly those who are excluded
or marginalized; with high quality programs that deliver long lasting benefits
by increasing its income, working in partnership with others and operating
effectively.
Plan
International has been operating in Rwanda since 2007. In the past ten years
Plan International Rwanda has an extensive portfolio that covers a variety of
areas in both development and emergency contexts that is Operating in 3
Districts and in six refugee camps. There is a growing diversity of
partnerships and grants as well as projects funded by the sponsorship
programme.
With
an annual budget of approximately Euros 6 million, Plan International Rwanda’s
projects reach out to thousands of children and the communities in which they
live to improve their lives specifically focussing on child protection, girls’
empowerment, education, youth employment and economic opportunities as well as
disaster risk management.
The
Head of Programmes (HoP) is primary responsible strategic program planning,
design, implementation and monitoring and evaluation in line with the Programme
Quality Procedures. The HoP will be responsible for leading, managing, and
supporting all Programmes and Monitoring and Evaluation to ensure the delivery
of quality and integrated programming in line with the CS, as well as
organizational standards, frameworks, and procedures etc.
The
Head of Programmes is supervised directly by the Country Director.  The
incumbent may at times act as the Country Director (CD) on a variety of
Programmatic functions and assists in the overall management of the Country
Office as a member of the Country Management Team (CMT).
Dimensions
of the Role
  • The
    HoP is a member of the Country Management Team (CMT) along with CD,
    Country Finance Manager, Human Resource Manager, Business Development
    Manager and S/he is expected to contribute to Plan’s understanding and strategic
    direction in the country
  • Directly
    supervises and provides support to the Programme Managers, Sponsorship
    Manager, Program and Quality Assurance Manager and Emergency Response
    Manager
  • Upon
    delegation of the Country Director, the HoP may approve all commitments,
    contracts, grants, leases, disbursements, and transfers to third parties
    up to €200,000.
  • The
    HoP oversees implementation of the overall programme development and is
    responsible for compliance and cost efficiency with functional interaction
    with the operational support depts. (finance, admin, HR, IT, Communication
    etc.).
  • The
    position reports directly to the CD on the management of all risks
    associated with programme delivery including budget, people management,
    and legal compliance.
  • The
    post holder facilitates engagement of other managers and staff regarding
    the Country Strategy to ensure maximum understanding and
    operationalisation of the Country Programmes.
  • The
    HoP provides strategic direction that guide the annual budgets in
    programme implementation areas (PIA) for submission to the regional office
    annually.
The
role is expected to participate in various Development/Humanitarian Networks in
Rwanda including peer organizations, UN and other local, regional and
international fora..
Accountabilities
Strategic
planning, reporting and support to quality programme delivery
  • Strategic
    planning: contribute to the strategic development and management of the
    programmes that are gender transformative in country by regular review and
    alignment with the Country Strategy.
  • Key
    advocacy issues/asks are identified for each Country Programme with the
    engagement of programme team and CLT and the relevant strategies,
    processes are designed and implemented to ensure evidenced based
    influencing.
  • Organisational
    approaches such as mainstreaming, gender equality, resilience and
    partnership are incorporated across the programs and projects.
  • Strategically
    deliver on sponsorship communications and commitments with full
    compliance.
  • Support
    to quality programmes: high quality, integrated and innovative programs
    are designed and delivered that have sustainable, measurable impacts on
    the lives of the children, particularly girls and their community in
    programme implementation areas.
  • Clear
    understanding and experience of gender analysis and gender transformative
    programming.
  • Knowledge
    and experience in project cycle management
  • Monitor
    programme performance and budget utilization and advise on corrective
    measures.
  • Reporting:
    coordinate the programmatic reporting process, in particular quarterly and
    annual reports, to the RO including timely submission of all required
    reports and implementation of follow-up actions and recommendations.
  • The
    results of M&E and research activities are integrated within the
    Country Programs, Program Implementation Areas, partners etc. and projects
    are revised/adjusted accordingly.
  • Monitoring,
    evaluation and research plan supports the CS delivery with timely and
    accurate data on outcomes.
Member
of the Country Management Team
  • Actively
    participate in CMT meetings to provide strategic inputs/advice and
    contributing to decisions on policy and strategic direction.
  • Support
    provided to other member to achieve the CS outcomes.
  • Provide
    regular updates to members regarding program delivery and seek advice and
    inputs for areas needing attention.
  • Learning
    is shared within Plan International Rwanda, supporting regular dialogue
    between programmes and teams.
Working
in Partnership
:
  • Plan
    International Rwanda engages in strategic partnerships with civil society,
    private sector, academia, intergovernmental and nongovernmental agencies,
    at all levels so as to work together to ensure equality and
    non-discrimination for children achieving their rights.
  • Plan
    is engaged in key networks, movements and alliances relevant to the
    improvement of children’s (especially girls’) rights in Rwanda.
  • The
    standards and guidelines for partnership management are understood and
    adhered and reflected in practice.
Advocacy
and Influencing
  • In
    collaboration with the programme team, ensure effective and evidenced
    based advocacy strategies are developed to ensure girls Learn, Lead,
    Decide and Thrive and specific advocacy asks are integrated in CPs.
  • Knowledge
    and hands-on experience in designing, implementing and evaluation advocacy
    initiatives and influencing campaigns.
  • Hold
    to account and effectively influence duty bearers, key stakeholders and
    decision makers to promote and ensure rights of all children in Rwanda
    through adequate laws, policy and practice.
  • Ensure
    high quality publications, media messaging and al internal/external
    communications support Plan’s advocacy work.
  • Ensure
    integration between communication and program teams to effectively deliver
    evidence-based results.
Resources
Mobilization & Sponsorship Management
:
  • Ensure
    that all the sponsorship commitments and communications are met
  • In
    coordination with the Business Development Unit, ensure relevant resource
    mobilization strategies and plans are in place to support the delivery of
    the CS.
  • Ensure
    relevant programme staff provide technical inputs and coordinate with the
    BDU to develop high quality concept notes, proposals, capacity statements
    etc. to meet the Country Programme grant acquisition targets.
  • Experienced
    in administration and implementation of major grants & contracts from
    institutional donors.
  • Informs
    and supports the CMT and CLT in resource allocation decisions particularly
    sponsorship funds allocations to PIAs in line with CS and needs.
  • Designs
    measures to ensure integration of sponsorship projects with grants
    projects for learning, effectiveness and maximisation of impact to
    communities.
  • Builds
    relationships with NOs and donors for sharing and learning so as to
    highlight impactful projects for scale up and expansion.
  • Oversees
    the coordination of the preparation, consolidation, analysis and
    submission of country and PUs budgets to the regional office (RO) as per
    field budget instructions and guidelines;
Compliance
and Management of Risks:
  • Child
    Protection: ensure the compliance and coherence of Plan’s Child Protection
    Policy at all times to safeguard and protect children from all forms of
    abuse;
  • Risk
    Management: Ensure systems and processes are in place to identify and
    manage risks including developing, updating and submitting countrywide
    risk register in line with the Global Risk Management policy, and ensuring
    that risks are adequately identified, assessed, mitigated and reported on
    through risk registers at all levels in the country.
  • Policies
    and procedures: coordinates with relevant heads of Department/Section so
    that systems and processes are in place to comply with global policies,
    standards and procedures and legal requirements.
  • Health
    and Safety: oversees the development and implementation of health and
    safety standards in compliance with the host country laws and the global
    health and safety policy;
  • Loss
    and Incident reporting: report timely and consistently all losses and
    incidents, including updates, to the International Headquarters (IH) and
    the RO;
Team
Development and People Management:
  • Ensures
    that all programme teams are operating as high-performance teams and have
    clear accountability lines.
  • All
    programme staff understand, adopt and live the Values and Behaviours
    framework in their daily work and life.

    building and maintenance: establish, agree, communicate and monitor
    standard of performance and behaviours of the team through IAPs, and key
    performance indicators (KPI’s) that are agreed annually, and monitored and
    updated quarterly.
