Position Description:
CARE Tanzania is looking for an experienced Program Officer for this exciting
program. S/he will play a major role in assessing the existing VSLs in
Kilimanjaro before being carried over into the program;  develop with
input from MCBL, Vodacom and other to be identified service providers, the
guidelines and overview of the products offered to VSLs as well as the mobile
wallet service for accessing the products. Adapt the training modules on
savings linkage with MCB. Develop the process for linking existing and new
groups (detailed plan for assessments and health checks) manage the linkage
component in terms of assessing the linkage readiness of the groups; train the
VSLs on financial literacy and financial linkages with MCBL. S/he will be
responsible for leading a process for monitoring and mentoring support to
Village Agents (VA)s and Franchisees  regarding VSL linkage training as
well as oversee the linkage training provided to the VSLs; ensure all groups
interested in linking under the initiative have received financial literacy
training, linkage training, M-Pesa training as well as underwent a linkage
readiness assessment with a score denoted with their  MIS data; provide
input to MCBL for product finalization; lead the review of pilot data and
identify issues to be raised to MCBL for adaptation prior to product
finalization.

MINIMUM REQUIREMENT
At least two years of work experience in community development; Practical
experience in application of participatory approaches Bachelor’s degree in
community development, Microfinance, or related field to the program initiative
assigned; Skills and experience in building partnership and commitment to
program initiative’s objectives; Training and facilitation skills; Knowledge
and understanding of gender analysis in rural communities; Computer skills
(Microsoft Office Package); Good monitoring skills; Proficient oral and written
skills in English and Kiswahili; Good understanding of community mobilization
methodologies and practices; Solid report-writing skills; Firm belief in
teamwork, gender equality, sensitivity to HIV/AIDS and participatory approach
and sustainable development as well as Commitment, Accountability, Respect,
Effectiveness, Diversity, Integrity, Initiating Action, Communicating with
impact, Operational decision making, Building partnerships, Building commitment
and Planning and organizing competencies.
