The Country Director
serves as the chief representative and fiduciary officer for PCI Tanzania. S/he
leads the organization’s program portfolio consisting of education,
agriculture, health, school feeding, pastoralist interventions and others.
The leadership
responsibilities of the position include ensuring quality p
rogram design and
implementation, overall financial management, resource mobilization,
coordinating implementation partners, development of new cutting-edge programs,
human capital management, timely and quality program monitoring, evaluation and
documentation, and liaison with relevant ministries, donors, partners, and
other national and international agencies and stakeholders.
Key Duties
& Responsibilities:
Organizational
Leadership:
- Fully
participates as an organizational leader locally and globally, serving as
a member of PCI’s Global Leadership Team. - Actively
engages in the execution of PCI’s strategic plan. - Represents
PCI in leading or participating in consortium-managed programs, ensuring
deliverables and representing PCI’s core values. - Represents
PCI with national and international donors, being accountable for program
implementation. - Represents
PCI in engaging with the Government of Tanzania (GoT), especially
government partners to achieve mutually agreed results. - Promotes
innovation across PCI Tanzania operations to improve program quality and
effectiveness.
Program
Management and Implementation:
- Provide
supervisory-level technical leadership to PCI program areas such as
education, climate change, and women empowerment.
- Ensures
optimal standards of program quality are met through appropriate management
systems and adherence to PCI’s Gold Standards of Performance. - Ensures
quality and timely delivery of results from technical and implementation
partners by adhering to partner management systems and liaising with
directors of partner agencies. - Plans,
implements and periodically reviews/modifies country-level management
systems, following PCI’s operating procedures guidelines. - Conducts
field visits to project communities to review quality and coverage of
projects, as well as level of community participation and awareness.
- Leads
PCI Tanzania senior management to achieve timely implementation and
established performance targets.
- Facilitates
dialogue between CoPs, project managers, technical experts at PCI’s
International Office (IO) and technical experts of donor agencies. - Mentors
senior managers and project teams in the best practices of program and
quality management, and bridges gaps in leadership skills of managers.
Financial
Management and Administration:
- Ensures
effective financial and commodity management of PCI Tanzania.
- Achieves
financial stability through adhering to budget, avoiding/managing risks,
and appropriate financial and commodity planning. - Ensures
compliance with PCI’s financial protocols and PCI’s Gold Standards for
internal financial and commodity controls. - Coordinates
annual budget preparation and supervises effective budget execution. - Ensures
commodity, program, and finance coordination, resulting in cost effective
project implementation. - Coordinates
internal and external audits, and strives to excel in financial
management.
- Assures
compliance with GoT procedures and PCI’s cooperative agreements/grants in
Tanzania. - Leads
strategic problem solving and conflict resolution to ensure appropriate
partner financial planning and execution. - Leads
the PCI Tanzania team in meeting quality and timely reporting
requirements. - Ensures
adherence to and implementation of administration procedures such as procurement,
gender equity and whistle blower policies. - Facilitates
appropriate communication between PCI Tanzania and other stakeholders,
especially PCI’s International Office (IO) staff, donors and GoT agencies.
Human
Resource Management:
- Ensures
proper recruitment and effective onboarding of employees and consultants
for PCI Tanzania. - Ensures
consistent and effective development and implementation of PCI’s HR
policies, procedures, structures and tools, and compliance with PCI’s HR
and Leadership Gold Standards. - Leads
PCI Tanzania’s senior management team in providing leadership in program
quality, implementation and resource development, including accountability
for deliverables. - Ensures
strong levels of staff morale and engagement, and demonstrates effective,
supportive supervision, mentoring and leadership through creating a
culture of ONE PCI. - Ensures
compliance with all GoT regulations governing INGOs, local labor
regulations, and taxation.
Resource and
Program Development:
- Identifies
opportunities and new program initiatives to broaden PCI Tanzania’s
portfolio in livelihoods, food security, agriculture, nutrition and
health; coordinates proposal development (with support from PCI IO). - Identifies
partnerships and networks with national and international NGOs, donors,
and the private sector to diversify PCI Tanzania’s interventions. - Responsible
for enhancing PCI’s profile in-country, building on success stories,
innovative approaches and management capacity. - Identifies
early winners in each of the projects and promotes evidence-based
marketing of success.
Other
Responsibilities:
- Represents
PCI in negotiations and coordination with GoT. - Represents
PCI in negotiations and coordination with the various departments and
agencies of the U.S. Government and other international donor agencies. - Negotiates
and signs agreements as appropriate for PCI Tanzania projects. - Participate
in PCI’s innovation efforts and in teams on innovation initiatives
Position
Parameters/Special Responsibilities Required:
The
position will be based in Dar es Salaam, Tanzania but will require frequent
travel to the field offices. Required Experience
Minimum
of a Master’s degree, preferably in international development or a technical area
related to education, livelihoods or health
- 10+
years of professional experience preferred, with a minimum of three years
in a similar role at similar organization level. Experience could consist
of program design, implementation, leadership, monitoring and evaluation
of complex programs in the technical areas of food security, climate
change, disaster risk reduction, community health, and women empowerment. - Experience
working in Africa preferred. - Proven
experience in results-based management, innovation, and people management,
demonstrating flexibility and expertise in analytics, research processes,
and pilot implementation, utilizing tools such as barrier analysis and
facilitating cross-functional teamwork. - Knowledge
of financial management and internal controls in a development
environment. - Experience
in managing funds from USAID and other international donor agencies,
including food distribution programs. - Proven
experience in developing new sources of funding from a variety of public
and private sources. - Excellent
written and verbal communication skills, influencing and marketing skills,
presentation skills, and report writing skills. - An
added advantage will be certifications in project and program quality
management systems such as PMD-PRO, Lean Six Sigma, etc.
