Abt
Associates is seeking a full-time, Lilongwe-based Senior Health Financing
Technical Specialist (HF Advisor) for a 5-year project focused on improving the
functioning of the health systems and improving sustainable service delivery
impact through strengthened Ministry of Health policies, management, leadership
and fiscal responsibility. The HF Advisor will work closely with the MOH at the
national and subnational levels to strengthen
1)
health financing mechanisms;
2)
financial planning; and
3)
management and budget execution capabilities at the national, zonal and
district levels.
Minimum
Qualifications:
10+
years of experience OR the equivalent combination of education and experience.
Baseline
Job Responsibilities
·        
A
Technical Specialist (TS) at this level has direct project management
responsibility for a project (or one or several component(s) of a large
project) that is large, highly complex, highly visible, and well-funded.
·        
The
TS has an expert role and the technical input is crucial to the project.
·        
This
is a supervisory position.
Specific
Job Responsibilities
  • Provide
    strategic leadership in health financing assessments and activities
  • Assess the
    financial capabilities of the Malawian health system at the national,
    zonal, and district level, to determine weaknesses in the health finance
    system and potential improvements
  • Develop improved
    and innovative mechanisms for central and district levels to generate,
    plan, manage and account for allocated funds
  • Develop a
    “pilot” Performance-Based Financing plan for quality improvement
    at several district-level hospitals
  • Lead and manage
    the implementation of activities aimed at strengthening the government of
    Malawi’s health finance capabilities including financial management, resource
    mobilization , cost reduction, revenue generation, record keeping,
    auditing and cost-sharing services
  • Develop and lead
    activities to improve finance reporting systems at all levels
  • Facilitate the
    completion of national and district health accounts analysis
  • Identify health
    services where the private sector can increase its presence
  • Devise an exit
    strategy to ensure the sustainability of project activities
  • Document and present
    program results and lessons learned to the Chief of Party, USG, MoH, and
    other key stakeholders.
  • Ensure health
    financing strategy activities are conducted in coordination with ongoing
    project and government of Malawi activities
  • Build lasting
    in-country capacity for financial management and health finance
    strengthening
  • Guide,
    coordinate and collaborate with project staff and partners in the
    implementation of cross-cutting activities
  • Manage project
    activities and staff who are contributing to the health financing stream
    of work
  • Other duties as
    assigned Qualifications:
  • Advanced degree
    in public health (with health financing emphasis preferred), public
    administration , business administration or a related professional degree;
    along with 10 years of experience.
  • Demonstrated
    ability to lead multidisciplinary, multicultural teams and monitor efforts
  • Demonstrated
    ability to engage and work with stakeholders at all system levels
  • A proven,
    successful record of achieving results, preferably in a difficult working
    environment
  • Excellent
    writing, computer, management and organizational skills.
  • Experience in implementing
    USAID-funded projects in Malawi preferred
  • Fluency in
    English is required, language skills in Chechiwa, and other languages of
    Malawi are highly preferred.
