PARLIAMENTARY AND LEGISLATIVE STRENGTHENING EXPERTS (Malawi)
Background:
Social Impact (SI) is an Arlington based international development management consulting firm. We provide a full range of innovative management consulting, technical assistance, and training services to strengthen international development programs, organizations and policies. We provide services globally in the areas of democracy and governance, health and education, agriculture, the environment, and economic growth.
Objective:
SI is requesting CVs of experienced Parliamentary and Legislative Strengthening Experts with recent and relevant experience in Malawi. This is in anticipation of a follow-on project to the previous USAID Malawi Strengthening National Assembly Oversight project which focused on:
• Recruiting and training Committee Department staff so as to help the National Assembly effectively exercise oversight functions;
• Built the National Assembly’s abilities to conduct oversight, including investigating crimes related to corruption and abuse of power, and to enforce good governance in general;
• Connecting the National Assembly to the Government Wide Area Network (GWAN) so that committees can track budget allocations and expenditures;
• Enhancing the ability of committees to scrutinize and influence bills that have a bearing on anti-corruption, financial discipline, and good governance;
• Supporting the Legal Affairs Committee to review and reform the rules and practices of the House relevant to the oversight role of the National Assembly; and
• Supporting National Assembly internal reform efforts, including assisting the Assembly to amend the Parliamentary Service Conditions Act.

Candidates must meet the following criteria to be considered:
• A minimum of 3 years working experience with legislative strengthening programs in Malawi and more than 5 years experience globally.
• M.A. (Ph.D. or J.D. preferred) in political science or one of the social sciences;
• Fluency in English required;
• Demonstrated technical assistance and training experience in one or more of the specialized areas below is desirable:
