Reporting to: National Director
Job Objective
To develop, install and implement programming systems for delivering of quality program/projects that benefit the disadvantaged children, their families and communities
Duties and Responsibilities
• To initiate, develop, monitor and implement technical processes and practices in Accordance with the strategic direction of the WV Rwanda.
• To lead the development of the strategic plan of the National office and the annual operating plans of the National office.
• To develop and monitor implementation of strategies for Healing Peace and reconciliation programming and gender mainstreaming.
• To develop strategies for OVC programming and lead the implementation of OVC care and support in all WVR programs and projects.
• Review existing Technical Services and where necessary develop appropriate new structures, approaches and procedures that will ensure better ministry quality, effectiveness and efficiency.
• Develop strategy for strengthening community based organizations to guide WVR’s work in empowering these institutions to promote sustainability of development benefits.
• Develop a strategy to integrate systems approach to development using GEL concepts and principles.
• Develop a strategy for the integration of the three ministry tracks of TD, advocacy and HEA.
• To develop guidelines for and monitor utilization of management and project information systems for all WVR programs.
• To provide leadership to quality ministry team and ensure accountability and performance for all cross cultural ministry functions.
• To provide leadership in program design and donor relation.
Qualifications and Skills
• Bachelors degree in Economics, Management, development Studies, postgraduate diploma in Project Management or a Masters degree in related field.
• Five year experience in similar job.
• Must possess strong research skills.
• Must have experience in designing monitoring and evaluations systems for large organizations.
• Must have experience in project design and implementation, and operation management; project monitoring and evaluation and report writing are essential.
• Must be a skillful people manager, with ability to lead, inspire, and mentor subordinates, and to achieve the highest possible results through staff.
• Must have clear visions of the key accountabilities, and be determined to achieve all set targets in line with short, medium and long term targets and objectives as specified in WVR’s budgets, plans and strategic documents.
• Must have developed networking skills mainly with major donors, the government and other NGOs.
• Must be computer literate in especially MS Word, Excel and Power Point.
• Must possess a driver’s license category B.
• Strong communicator, organized, motivated and feel comfortable delegating.
• Fluent in English. Working Knowledge of French and Kinyarwanda will be an added value.
