Vision Rwanda seeks to hire a highly qualified, dedicated and experienced
national for the position of Commodities Tracking System & LMMS Officer.

reporting to the Project Coordinator

Purpose
of the position:
S/he
will be responsible for tracking all commodity food transactions at district
level. S/he will be responsible for preparing Commodities Status Reports (CSR),
Recipient Status Report (RSR), Loss Status Report (LSR), and shipment
registers. S/he will be responsible for creating electronic backup files for
all project data. The CTS/LMMS officer will be responsible for leading
field-based IT operations pertaining to the Last Mile Mobile Solutions. 
This includes provision of technical support to commodity distribution field
staff during field registrations/distributions, in addition to running the LMMS
web applications to help staff set up new distribution projects and produce
reports on LMMS.

The
major responsibilities include:
  • Once
    trained, this staff will ensure correct functioning of LMMS in beneficiary
    registration, enrolment, household updates and commodity distribution
    activities. Troubleshoots technical problems as they arise (including
    forcing the movement of filed data to permanent data repositories).
  • Responsible
    for data integrity within the CTS/ LMMS system and Perform in country CTS/
    LMMS installation within World Vision and provide end use technical
    support to ensure a smooth operation of the system.
  • Perform
    database consolidations and generate global monthly and quarterly
    commodity reports for WV Rwanda and agencies as per donor regulation and
    ensure integrity of the consolidation process in the WV and the global
    system.
  • Post
    the Project Monthly, quarterly reports to QWICR as per donor regulations and
    ensure that each agency commodity report is accurate and reliable for the
    completion of the monthly and quarterly consortium global Commodity Status
    Reports.
  • Review
    invoices from all WV districts and submit to WFP, perform invoice payments
    reconciliations with WV Finance, prepare the CSS and send to WV support
    offices
  • Conduct
    regular trainings to WV CTS/ LMMS  staff and within the consortium
    and maintaining training documents and materials, address system bugs in
    consultation with the supervisor and FPMG
  • Maintain
    a clear accounting and documentation process for each shipment, plan for
    spot checks in all warehouses to review the physical inventory, stacking,
    ledger books and stack cards.
  • Review
    loss register, Shipment files and shipment registers to ensure accuracy
    and consistence.
  • Work
    with the Project Manager to supervise and provide training for all other
    commodity staff especially the Assistants CTS officers and warehouse
    supervisors at field level.
  • Perform
    any other duty as requested by the supervisor which can lead to project
    success.
  • Attend
    and participate in all devotional and chapel meetings
Qualifications:
Education/Knowledge/Technical Skills and Experience
  1. A
    Bachelor’s Degree in business, accounting or Statistics
  2. Solid
    background in the Window Operating System – 7 in particular. Comfortable
    invoking, stopping or restarting System Services, installing and
    uninstalling software, creating user groups and setting up user
    privileges.
  3. Solid
    networking skills – able to set up, securing and administer wireless
    ad-hoc peer-to-peer networks. Ability to isolate and troubleshoot network
    connectivity difficulties accordingly and through running IP configuration
    tools, resetting wireless connections. Understands TCP/IP protocol.
  4. In-depth
    working knowledge of Microsoft access software package and SQL database
    management.
  5. Good
    working knowledge of Generally Accepted Commodity Accounting Principles
    (GACAP) and the WVI Commodity Manual.
  6. Knowledge
    of Commodity Accounting System and procedures is a must
  7. Ability
    to achieve pre-defined results and outcomes using ethical, best practice
    methods.
  8. Ability

  9. Ability
    to identify gaps, trends, priorities and key issues.
