World
Vision International (Rwanda) is a child focused Christian humanitarian
organization implementing development programs in 15 Districts of Rwanda.
World
Vision Rwanda seeks to hire a highly qualified, dedicated and experienced
national for the position of Design, Accountability, Monitoring and
evaluation Coordinator
. The position will be based in various locations in Rutsiro
District
and reporting to the Project Coordinator

Purpose
of the position:
The
position is part of the   Integrated programs /Quality Assurance
Programme Unit (with most focus on food Assistance program) with the aim 
to ensure data collection systems are able to operate freely and data collection
is free from implementation bias. In that regard, the design, Accountability,
Monitoring & Evaluation (DAM&E)/ Programme Specialist together with the
DAM&E staff in the field constitute a sub-unit with the aim to support
other elements of the unit to carry out their duties and perform optimally. The
position will provide technical support in survey, research, project design,
monitoring and evaluation in food assistance related program and projects.
Facilitate program implementation as well as develop other monitoring tools to
improve ministry quality in World Vision International/ Rwanda.
Scope:
Food
Assistance (cash transfer, in kind food distribution, nutrition) and other as
it may be required.
Communicate
World Vision’s Christian ethos and demonstrate a quality of spiritual life that
is an example to others.
The
major responsibilities include:
  • Develop
    further and maintain, Design, accountability, Monitoring and Evaluation
    structures related to food assistance sector in order to ensure WV Rwanda
    is implementing all activities in accordance with donor and partnership
    requirements, as per the DAME approved standards and Evaluate activities
    during implementation in regular intervals to ensure highest possible
    quality and – if necessary – recommend nature of corrective action to be
    taken.
  • Ensure
    DAM&E systems are built taking into account World Vision’s commitments
    to the Core Humanitarian Standard (formerly Humanitarian Accountability
    Partnership) and specific reporting against CHS indicators takes place.
    Likewise ensure alignment with WV’s Child Well-being (CWB) Outcomes, and
    use of/ reporting against CWB indicators.
  • Overall
    lead processes to collect data for all reports to donors and within the
    partnership and contribute to reporting alongside other members of the
    Operations/Programme Unit. Take the lead in generating the annual WV
    Rwanda Food Assistance sector CWB report.
  • Provide
    technical support to the WV Rwanda food assistance strategy formulation,
    implementation of business plans, and monitoring to ensure alignment with
    the Global and Regional Strategies and priorities based on the local
    context.
  • Provide
    technical support during project design phases to ensure quality project
    logic, indicators and M&E plans are included, and that resources
    required for successful monitoring and evaluating of activities are
    considered.
  • Assist
    in setting up monitoring systems to track project performance and changes
    in food and nutritional status according to set international humanitarian
    standards.
  • Lead
    the process of knowledge management by ensuring the appropriate system for
    information gathering, analysis and storage is in place, lessons
    generated, documented and shared to relevant staff across WV Rwanda and
    other external stakeholders.
  • Provide
    quality control for M&E staff in the zones and build their capacity to
    ensure methodologies for monitoring and evaluation of activities are in
    line with established practices.
  • Provide
    adequate coordination for in-country baseline training, data collection,
    mid-term and final evaluations, in close collaboration with M&E
    partners, as well as with other external partners.
  • Participate
    in the institutional learning initiatives, and provide technical
    leadership and coordination in ensuring establishment of efficient
    information systems leading to the achievement of lessons learnt and their
    timely dissemination.
  • Assist
    in organizing technical trainings including sampling, questionnaire
    design, participatory techniques for data collection, analysis of data and
    reporting.
Qualifications:
Education/Knowledge/Technical Skills and Experience
Minimum
Qualification required
:
  1. Bachelor’s
    Degree in Statistics, Economics, Management or any other relevant field.
  2. A
    post graduate degree will be an added advantage.
Experience:  A minimum of
4-5 years in a related position
Other
